The Asean Economic Community

On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

The launch of the ASEAN Economic Community raises key issues: the deepening of regional trade and the associated problem of exchange rate management. This volume questions the capacity of a shallow institution to deal with complex impacts on employment and inequality. Contributors analyze ASEAN's potential and weakness in readable terms.

This book is an introduction to the ASEAN Economic Community (AEC), the economic community founded by Southeast Asian nations. Verico discusses the ASEAN economic integration from dual perspectives of time span (trade, investment and finance) and framework (bilateral, sub-regional, regional and regional plus). The work is a comprehensive study of the integration in the wake of the ASEAN Economic Community (AEC)’s inauguration in late 2015. Examining various economic agreement levels from the ASEAN Free Trade Area (AFTA), Bilateral Free Trade Agreement (BFTA) and the AEC to financial integration in ASEAN, Verico attempts to envisage the future of ASEAN in completing its regional economic integration from trade to investment and finance. Verico argues that, in the absence of a customs union, ASEAN must utilize the open-regionalism frameworks of the ASEAN Plus One, ASEAN Plus Three, Regional Comprehensive Economic Partnership and others in order to shift its economic integration level in this way.

Against the backdrop of significant developments in regional economic cooperation and integration over the past decade, this book presents some of the key challenges facing ASEAN as it embarks on a bold and ambitious project to establish an ASEAN Economic Community by 2015. Organized under the auspices of the ASEAN-Australia Development Cooperation Program's Regional Economic Policy Support Facility, the book brings together authoritative studies written by prominent experts and academics on issues pertaining to ASEAN economic integration.

The year 2015 has special significance for regional economic integration. The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank.All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.

The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives - tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN+1 free trade agreements. AEC's goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN's profile and will help the region to maintain its centrality in the international community.

At the Ninth ASEAN Summit in Bali on 7 October 2003, the leaders of the Association of Southeast Asian Nations agreed to establish an ASEAN Economic Community (AEC) by 2020. It is envisaged that the AEC would be a single market and production base, with a free flow of goods and services, investments, capital and skilled labour. An integrated ASEAN with a sizeable market of over 500 million people could become an alternative to China as a regional production base for MNCs. Although there are roadmaps for the fast-track integration of eleven priority sectors, an overall longer-term roadmap needs to be formulated to realize the AEC. This book addresses the main issues.
