The work is immeasurably removed from this order of confessions; and to those who can appreciate the significance of the events recounted will prove a fascinating and instructive monograph of contemporary Church history. It is interesting--exceedingly--to hear what one who observed all that went on from within, has to say about the (Ecumenical Vatican Council, and by what manceuvres, behind the scenes, the declaration of Infallibility, on which the Pope had set his mind, was brought about. Glimpses are given throughout the narrative which show with fresh vividness that Rome never changes. We had marked several eloquent passages for quotation, but we must content ourselves with one or two only, and those the briefest. "Who does not know that the Papacy, the so-called vicariate of Christ, arose amid medieval ignorance and superstition; and that on the fall of the Romas Empire, the Bishop of Rome, recently issued from among the catacombs, stealthily snatched a shred of the imperial purple to cover his shoulders, and thus to second the ambition of the Roman people, who had forfeited the empire of the world? The device was subtle and vulpine. The Popes perceived that, substituting the cross for the sword, they might easily become the arbiters of the world, and rale from the Vatican over the minds and hearts of men. Growth of interest in the periodical literature of the past has emphasized increasingly the need for specialized hand lists, a need which the American Union List of Serials, the British Union Catalogue of the Periodical Publications in the University Libraries of the British Isles, and other existing indexes cannot answer. To satisfy one area of this need, William S. Ward has compiled a near-definitive index and finding list of periodicals and newspapers of the English Romantic period. In it are reflected the holdings of almost eleven hundred American, Canadian, and British libraries and newspaper offices. The volume is also the first to list titles and library locations of all the newspapers, magazines, and other serials published in the British Isles during the years between the French Revolution and the Great Reform Bill.
