The tension between the aim of creating sustainable multilateral region-building dynamics and the need to find more differentiated and flexible forms of cooperation has been ever-present in Euro-Mediterranean relations. The proliferation of different and partially overlapping initiatives in recent years – the Euro-Mediterranean Partnership, the European Neighbourhood Policy and the Union for the Mediterranean – is a plain expression of this tension. The 2011 episodes of regime-change in the Arab world have once again placed the debate about differentiation in EU’s relations with Southern and Eastern Mediterranean Countries at the top of the Union’s foreign policy agenda. This book contributes to theoretical and practical debates on whether differentiation processes can aid or hinder policy convergence processes and region-building efforts more widely. The contributions to this collection assess the actual significance and consequences of differentiation in Euro-Mediterranean relations through sector-specific in-depth analyses, covering issue areas as varied as environmental policy, migration, foreign and defence policy, trade, energy, civil protection and democracy promotion. This timely book assesses national and supranational bilateral approaches to dealing with the rising tide of migration into the European Union via the Mediterranean Sea. International law and EU migration law specialists critically assess the legal tools adopted to engage with the ‘refugee crisis’. While the EU works to develop a unified approach to Mediterranean transit and origin countries, the authors argue that a crucial role should be accorded to individual states in finding a solution to this complex and sensitive situation.

This book provides an in-depth analysis of EU-Tunisia negotiations during the last three decades to understand what ‘joint ownership’ means in Euro-Mediterranean relations. The principle of joint ownership often figures in the EU’s public discourse of the EU and other international actors. Yet, it has been scarcely conceptualised and there is little research on which factors determine its presence or lack thereof. The book contributes to its definition, highlighting its evolving nature and intersubjective dimension. The author further explains how bargaining rules, practices, and procedures affect joint ownership by constraining or empowering actors, and shaping their expectations about which options they perceive are possible during the negotiations. Negotiation analysis proves useful for showing how, and to what extent, the interests of both sides eventually feature in Euro-Mediterranean agreements and enables scholars to bring back third countries' agency and perceptions into the study of the EU's external relations.

This book provides a comprehensive study into the promotion of regional integration as a central pillar of European Union (EU) relations with the rest of the world. It is a strategy to deal with a core security challenge: the transformation of conflicts and, in particular, regional conflicts. Yet to what extent has the promotion of regional integration been successful in transforming conflicts? What can we regard as the core mechanisms of such an impact? This volume offers a comprehensive assessment of the nexus between promoting integration and conflict transformation. The authors systematically compare the consequences of EU involvement in eight conflicts in four world regions within a common framework. In doing so, they focus on the promotion of integration as a preventative strategy to avoid conflicts turning violent and as a long-term strategy to transform violent conflicts by placing them in a broader institutional context. The book will be of use to students and scholars interested in European foreign policy, comparative regionalism, and conflict resolution.

This book presents a comprehensive survey of Moroccan foreign policy since 1999. It considers the objectives, actors and decision-making processes involved, and outlines Morocco's foreign policy activity in key areas such as the international management of the Western Sahara conflict and relations with the other states of North Africa, relations with the European Union, especially France and Spain, and relations with the United States and the Middle East. The book links the behaviour and discourses analysed to differing conceptions of Morocco's national role on the international scene - champion of national territorial integrity, model student of the EU, and good ally of the United States - and shows how these competing approaches to the country's foreign policy enjoy different degrees of domestic consensus, and result in different degrees of legitimation for the regime.

Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP.
