The entire foreign policy and much of the domestic policy of the United States and other Western governments is based on the proposition that the vast majority of Muslims are moderate and peaceful, including those who are emigrating in large numbers to Europe and North America. But as Islamist groups and many mosques radicalize peaceful Muslims and appeal to the teachings of the Koran, Hadith, and Sunnah, it is imperative for moderates and reformists to articulate a vision of Islam and an exegesis of Islamic texts that can withstand the challenge of Islamists and the ulema who have declared the sanctity and immutability of the text. Instead, they must reestablish a firm foundation of Islam that is modernized, genuinely peaceful, tolerant, pluralistic, and compatible with secular governance, the freedom of speech, human rights, and equality. This book examines Dār al-Iftā, the official Saudi religious establishment for issuing fatwas, between 1971 and 1999. Specifically, it explores the challenges that this scholarly body encountered when applying Wahhābī interpretations of the Shari'a to late twentieth-century modernity.

In recent years, Islam has become a more visible force, not only in North Africa, the Middle East, and Asia, but also in Western Europe and the United States. Greater attention to religious observance (prayer, fasting, dress, pilgrimage) has accompanied the creation of new institutions (mosques, finance houses, insurance companies, schools, clinics, and hospitals). Religiously inspired social and political movements have proliferated. Only a few decades ago, Muslims were virtually invisible in Europe and America. Today, increased immigration has changed the religious landscape of the West. Mosques and Islamic centers are found in European and American cities and towns. Muslims are visible in nearly every area of social and political life. A list of major Islamic cities and populations today must include not only Cairo, Tunis, Damascus, and Islamabad, but also Paris, London, New York, and Detroit. This demographic and cultural shift requires that we speak not only of the relationship between the traditional Islamic world and the West, but also about Islam in the West. It has also meant that Islam has been obliged to modernize, to grapple with its status as a minority religion in some parts of the world and a majority one in others. Modernizing Islam speaks to the significance, origins, influences, and implications of Islam's changes, and thus to the various ways in which this religion is becoming a truly global force, shaping such realms as law, politics, education, and ethics, among many others

Abdelwahab Meddeb makes an urgent case for an Islamic reformation, located squarely in Western Europe, now home to millions of Muslims, where Christianity and Judaism have come to coexist with secular humanism and positivist law. He is not advocating “moderate” Islam, which he characterizes as thinly disguised Wahabism, but rather an Islam inspired by the great Sufi thinkers, whose practice of religion was not bound by doctrine. To accomplish this, Meddeb returns to the doctrinal question of the text as transcription of the uncreated word of God and calls upon Muslims to distinguish between Islam’s spiritual message and the temporal, material, and historically grounded origins of its founding scriptures. He contrasts periods of Islamic history—when philosophers and theologians engaged in lively dialogue with other faiths and civilizations and contributed to transmitting the Hellenistic tradition to early modern Europe—with modern Islam’s collective amnesia of this past. Meddeb wages a war of interpretations in this book, in his attempt to demonstrate that Muslims cannot join the concert of nations unless they set aside outmoded notions such as jihad and realize that feuding among the monotheisms must give way to the more important issue of what it means to be a citizen in today’s postreligious global setting.

Tariq Ramadan attempts to demonstrate, using sources which draw upon Islamic thought and civilization, that Muslims can respond to contemporary challenges of modernity without betraying their identity. The book argues that Muslims, nurished by their own points of reference, can approach the modern epoch by adopting a specific social, political, and economic model that is linked to ethical values, a sense of finalities and spirituality. Rather than a modernism that tends to impose Westernization, it is a modernity that admits to the pluralism of civilizations, religions, and cultures.
