The Challenge Of Rural Development In The Eu Accession Countries

From the Abstract: This volume examines the reforms and policy changes necessary in the rural sectors or the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers in this volume are selected from the presentations at the Third World Bank/FAO EU Accession Workshop held in Sofia, Bulgaria, on June 17-20, 2000, and are organized around four topics: (i) defining the concepts of rural development-options for EU accession candidate countries; (ii) rural development in the European Union; (iii) rural development in Central and Eastern Europe; and (iv) international experiences and the role of international organizations in supporting rural development in the EU accession candidate countries. This volume is intended for agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of rural development in Central and Eastern Europe.

With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Agriculture traditionally played a significant role in the Bulgarian economy. Before the present decade, Bulgaria was a major exporter of fresh and processed fruits and vegetables within Eastern and Central Europe. While the Bulgarian government has progressed rapidly since 1997, the delay in reforms has rendered Bulgarian food products as noncompetitive on the international market. Also, many important components of the transition are not completed. This report reviews the recent history and current state of Bulgarian agriculture and agroindustry. It examines the status of the sectoral reforms program, including reforms affecting pricing and trade, rural finance, land markets, and agroindustry, with emphasis on evaluating its progress toward meeting the criteria for EU accession. It highlights the tremendous advances made recently, and also suggests an agenda for prioritizing the remaining obstacles. This report is intended for agricultural scientists, public officials, politicians, agricultural and agroindustrial leaders, economic researchers and others interested in the transformation of agriculture in the transition economies and in issues pertaining to accession of Central and East European candidate countries to the European Union.

Of the ten Central and Eastern European countries that have applied for membership in the European Union, Romania ranks among the largest and most impoverished. Romania represents the final challenge in the European Union's enlargement to the east, largely due to its major, but underdeveloped, agriculture and food sectors. The agriculture industry, which is a major component of the national economy, extends its pervasive influence to both Romanian social life and environment. Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. Through careful analysis of numerous recent studies on reform policies in the Romanian agri-food sector during its economic transition, this comprehensive examination offers perspicacious suggestions and insights on the following topics in particular: international trade, credit for agricultural development, price policies, and rural development. The conclusions reached are not only of domestic importance and application, they are also of immediate relevance for many post-socialist countries, for which the agri-food sector is a principal vehicle for rural development.

Following Serbia's acceptance as a candidate for EU membership, its agriculture and rural issues will receive major attention as agriculture is an important activity in Serbia, especially in the low-income rural areas. This raises questions such as: what will be the main challenges of EU membership for Serbia? What will EU membership imply for the structure and performance of the agri-food supply chain? How should Serbia address the adjustment process to comply with EU rules and face economic market forces best? This book explores the consequences of preparing for EU accession for Serbia's agr.

This book identifies, diagnoses and evaluates social and economic processes taking place in the rural areas of Central and Eastern Europe (CEE) states in the last 25 years and affecting the immediate future, with a particular focus on their spatial diversity. It addresses questions related to the rationality of the current development policy and possible results in the future. Contemporary processes of socio-economic development are typified by the fact that spatial and regional disparities are tending to increase. This unfavourable phenomenon manifested both in society and in terms of polarised space needs to be counteracted using an effective development policy. The book highlights issues concerning demography, functional structure and non-agricultural activity, and identifies new challenges arising from membership of the European Union (EU). Accession to the EU and the opportunity to implement support measures has further increased the dynamism of transformation – a process that proceeded under various scenarios and different regulations and assumptions that have yet to be identified and evaluated. Furthermore, the current internal policies of individual CEE states concerning rural areas are diverse and likely to affect differential future development. The book is based on the knowledge and experience of scientists from countries in the region investigated, who have the best understanding of the subject matter and have observed the transformations. It is intended for researchers exploring the development of the countryside and practitioners dealing with regional and national development policies targeting rural areas.

The agricultural privatization strategy adopted in Estonia, Latvia and Lithuania was based on the premise that family farms are the most effective alternative to socialist large-scale agriculture. In addition, international organizations, particularly the World Bank, made recommendations concerning reform speed, synchronization and ownership rights that would facilitate transferring resources from large-scale producers to family farmers. This book provides a critical and comparative analysis of the implementation of this policy, and in particular the strategy promoted by the World Bank. The preservation of large-scale production is the key to Estonia's success while its eradication from Latvia and Lithuania did not produce a family farm system. Work productivity and the extent of plot farming are the indicators of success or failure. Research findings on deindustrialization, the hardships faced by new enterprises, rural tourism, increasing poverty, and problems in the civil society as presented in this book shed new light on these and other key issues in transition strategy.
