The Challenges Of Education In Central Asia

A look at the challenges facing education in Central Asia. In this study, the author contests that understanding the challenges throughout the 15 former republics of the former Soviet Union is helpful in understanding the progress and setback in the Central Asian Republics.

This book brings together internationally prominent scholars renowned for their work on post-Soviet republics, as well as outstanding emerging scholars native of Central Asia in order to discuss the state of education in the Central Asian Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Drawing on their individual contexts and research, the authors offer analyses and critiques of some of the social, political, and economic issues in education in their respective countries, and some insights about how local actions engage with the challenges and problems, as well as with the possibilities and opportunities they face. Since gaining their independence in 1991, the five republics of Central Asia have been undergoing some enormous political, social, linguistic, cultural, and economic changes, even as we write. This collection shows that researchers are increasingly interested in exploring the development of education in this part of the world. In these countries, education plays a significant role in transitioning from centrally planned to market economies and is seen as the key resource to facilitate entry into the global competitiveness sphere. This book will be of particular interest to educators, researchers, and policy makers engaged in research or with a particular interest in curricula, and education systems and reforms, and to undergraduate and graduate students studying and researching education in Central Asia or in other post-Soviet contexts.

This book provides diagnostic and strategic analysis of the challenges to educational systems in the transition economies of the Eastern and Central Europe and Central Asia. At the outset of the transition many of these countries educational systems had solved problems such as limited access, gender inequalities, and poor quality outputs that still plague other regions of the world. Many policy makers believed that education was not a problem sector in transition countries. This report presents originally unforeseen results which suggest that deep and broad problems are emerging in the sector and were threatening many countries' achievements in education. The region's education systems which once were a good fit with the planned economies and authoritarian political systems are proving to be a poor fit with market economies and more open political systems. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.

Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind.

Reflecting on almost three decades of postsocialist transformations, the second edition of Globalization on the Margins explores continuities and changes in Central Asian education development since the dissolution of the Soviet Union in 1991, with a particular focus on the developments that took place since the production of the first edition in 2011. Rather than viewing these transformations in isolation, the authors place their analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This new edition, in addition to a revised introduction and a newly added conclusion, consists of four thematic sections, each reflecting a key theme in the educational life of the Central Asian states. These thematic sections, introduction and conclusion collectively update our understanding of the recent developments and challenges in education of the five Central Asian states. They, however, go beyond mere information update, so as to complicate, re-engage, re-form and re-define the margins, taking up ‘margins’ a conceptual, geographic, cultural, and geo-political construct. Notwithstanding the diversity of local and international authors, variety of theoretical perspectives, methodological approaches, and conceptual lenses, the essays reveal the complexity and uncertainty of the post-socialist education transformations. The volume presents papers on vocational education, project-based learning and science didactic approaches, illustrating with sample cases, and with a special focus on Central Asian states. Thematically embedded in the area of Technical Vocational Education and Training (TVET), the book examines the following main topics: project-based learning (PBL), specific didactics with a linkage to food technologies and laboratory didactics, media and new technologies in TVET, evaluation of competencies including aspects of measurement, examination issues, and labour market and private sector issues in TVET, and research methods with a focus on empirical research and the role of scientific networks. It presents outcomes from TVET programmes at various universities, colleges, and teacher training institutes in Central Asia.
