The U.S. and Russian academies convened a workshop in 2003 for sharing best practices in nuclear materials protection, control, and accounting (MPC&A), including the status and application of remote monitoring technologies, personnel issues, and both national and international safeguards worldwide. The goals of the workshop were to identify areas in which the United States and Russia can promote best practices in MPC&A globally and expand U.S.-Russian cooperation on nuclear non-proliferation. The papers presented in the workshop and the outcomes of workshop discussions form the basis for this workshop summary.

The day Pakistan has become the nuclear power; it has been under stressful situation. It has to face different threats, from inside as well as from outside. However, some un-thoughtful acts of nuclear proliferation and rise of militancy have raised many concerns about the security of Pakistan’s nuclear asset. Unfortunately, the northern areas of Pakistan are the bedrock of Al-Qaeda’s militants. These militants claim of having nuclear material. All these factors are seen as great threat for world peace. Post 9/11 scenario has created an upheaval in our social, cultural, political and economic set-up. The clue of any terror event that takes place anywhere in the world is traced back in Pakistan. Therefore, the world powers express their deep anxiety regarding the security of Pakistan’s nuclear assets. These fears and anxieties are not baseless. A. Q. Khan Network’s involvement in nuclear proliferation and secondly some of our scientists alleged meeting with Osama-bin-Laden have raised many questions regarding the security of Pakistan’s assets. A gory wave of terrorism has grilled the country. Extremism and sectarianism have distorted the pretty face of Islam and Pakistan. Different terrorist groups have been playing a ruinous game in the name of Jihad. They are hell-bent to disparage the integrity of Pakistan. These are the facts and call for serious and effective steps by the stakeholders to foil all these dirty designs. Any laxity in this matter would be very fatal for the life of Pakistan. America and other world powers have been forcing Pakistan to sign CTBT and NPT. These powers have been urging Pakistan to cap her nuclear programme. India-Israel malicious designs about Pakistan’s nuclear program are an open secret.

This book examines the prospects and challenges of a global phase-out of highly enriched uranium—and the risks of this material otherwise being used by terrorists to make atom bombs. Terrorist groups, such as Al Qaeda, have demonstrated repeatedly that they seek to acquire nuclear weapons. Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but – so far – have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina’s manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia’s continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book’s thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. This book will be of much interest to students of nuclear proliferation, global governance, international relations and security studies.

This publication was developed from the exchange of information, experiences and practices by participating Member States at the IAEA Technical Meeting on the Safety and Security Interface — Approaches and National Experiences, held in Vienna in 2018. It aims to provide a better understanding of the important elements of the interface between nuclear safety and nuclear security for facilities and activities and to highlight the challenges, opportunities and good practices for its effective management when planning and implementing different programmes and activities.

This Open Access volume assembles experts from the United States and India to examine six issues essential to the safety and security of nuclear facilities, technologies, and materials: insider threats, organizational culture, emergency response, physical protection, control of radioactive sources, and cyber security. Each chapter includes papers by an Indian expert and by an American counterpart. This unique structure contrasts the countries’ diverse perspectives on nuclear security, situates technical problems within larger socio-political contexts, and identifies cooperative opportunities for the U.S. and India.

Concern about the threat posed by nuclear weapons has preoccupied the United States and presidents of the United States since the beginning of the nuclear era. Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.
