The Changing Forms Of Incitement To Terror And Violence

Incitement to terrorism connects the dots between evil words and evil deeds. Hate precedes terror. History has already taught us that incitement to genocide and to crimes against humanity unchecked will inevitably bring devastation to humankind. Incitement is an affront to the dignity of its victims, and poses a dire threat to all people of good will. However, combating incitement to terrorism poses operational, constitutional and human rights challenges on many fronts, both domestically and internationally. What is incitement? Where should the line be drawn between protected speech and incitement that should be criminalized? Does war change the calculus of what are appropriate and lawful measures to contain and respond to such incitement? And, perhaps most challenging of all, how does social media and the nature of communication and engagement in today’s virtual world change or complicate how we think about and can respond to incitement?

The UN outlawed genocide in 1948, and the United States launched a war on terror in 2001; yet still today, neither genocide nor terrorism shows any sign of abating. This book explains why those efforts have fallen short and identifies policies that can prevent such carnage. The key is getting the causation analysis right. Conventional wisdom emphasizes ancient hatreds, poverty, and the impact of Western colonialism as drivers of mass violence. But far more important is the inciting power of mass, ideological hate propaganda: this is what activates the drive to commit mass atrocities, and creates the multitude of perpetrators needed to conduct a genocide or sustain a terror campaign. A secondary causal factor is illiberal, dualistic political culture: this is the breeding ground for the extremist, “us-vs-them” ideologies that always precipitate episodes of mass hate incitement. A two-tiered policy response naturally follows from this analysis: in the short term, several targeted interventions to curtail outbreaks of such incitement; and in the long term, support for indigenous agents of liberalization in venues most at risk for ideologically-driven violence.

The growing amount of false and misleading information on the internet has generated new concerns and quests for research regarding the study of deception and deception detection. Innovative methods that involve catching these fraudulent scams are constantly being perfected, but more material addressing these concerns is needed. The Handbook of Research on Deception, Fake News, and Misinformation Online provides broad perspectives, practices, and case studies on online deception. It also offers deception-detection methods on how to address the challenges of the various aspects of deceptive online communication and cyber fraud. While highlighting topics such as behavior analysis, cyber terrorism, and network security, this publication explores various aspects of deceptive behavior and deceptive communication on social media, as well as new methods examining the concepts of fake news and misinformation, character assassination, and political deception. In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.
