This book examines the relationship between the Czech Republic and the European Union (EU). The authors examine the Czech Republic’s road to EU membership in 2004 and assess how EU accession has affected or changed the Czech Republic, including its domestic politics, governing institutions and public policies. It also examines how the Czech Republic has behaved as an EU member state, addressing the questions: What are the Czech Republic’s interests in the EU and how has it sought to influence EU policymaking? How have Czech interests and behaviour been shaped by the country’s position as: a new member state; a small member state; a relatively poor member state; and a post-communist member state? The book also addresses the Czech Republic’s preparations for assuming the EU presidency in January 2009, and evaluates the actual conduct of the presidency. Although a case study of a single member state, this book sheds light on a number of broader points or issues pertaining to the EU and its member states. It contributes to academic debate and knowledge about the EU and European integration, including the debates on Europeanization and the role of small states in the EU. This book will of interest to students and scholars of the European Union, European politics and Post-Communist politics.

This volume assesses the implications of membership in the European Union for countries’ understanding of the concept of sovereignty, based on the perspective of the Czech Republic. The starting point of this work is acceptance of the Czech Republic’s membership in the European Union as a basic fact. The goal of the analysis presented here is to offer a theoretical approach to reconciling state sovereignty with the participation of the Czech Republic in the European integration project. To do so, the book pursues an in-depth analysis of the reactions of the Constitutional Court of the Czech Republic to the challenges associated with membership in the EU. Above all, it addresses the following two basic research questions:1. Is membership of the state in the European Union associated with a loss of sovereignty, a sharing of sovereignty, or does it have no real consequences for the scope or understanding of the concept of state sovereignty, such that the phenomenon remains a classical, static and defining element of the state?2. How does the Czech Constitutional Court deal with the specific characteristics of European Union law and what is its stance on the nature of the relationship between supranational and national law?

Explores the interplay of historical institutional legacies, short-term elite interests, and international pressures in the process of democratic consolidation in the Czech Republic and Slovakia.

How do smaller member states promote their interests in EU foreign policy and external relations? EU membership can be seen to affect member states’ foreign policy in two ways, either by restricting national policies or empowering states in a challenging global environment. There is a general agreement, however, that the member states, especially smaller ones, have to engage actively in policy-making in order to promote their particular interest. This cross-policy comparison of the behaviour of Czech Republic’s representatives in the Council and the methods they use to influence the decision-making applies categorisation from lobbying literature to analyse the behaviour of the member state’s representatives and contributes to two strands of scholarship on European Union politics - decision-making in the EU and Europeanization. The book maps the methods of interest promotion that can be used by a member state and analyses the differences in interest promotion across external policy areas.
