The Diversity Of Emerging Capitalisms In Developing Countries

This book presents the results of a collective and original empirical investigation of the institutional systems underlying the capitalisms that are coming to the fore in developing nations. While varieties of industrialized countries’ capitalisms are extensively scrutinized, those of developing countries’ capitalisms are far less documented. By implementing a unified and original comparative approach based on the institutional complementarity theory, the different contributors of the book find evidence for the originality and heterogeneity of the forms of capitalism to be observed in developing countries. This text analyses capitalist systems as clusters of sectoral institutions and regulations, identifying differences between these clusters in a large sample of emerging and developing countries. Rougier and Combarnous bring together contributions answering the following questions: What are these clusters of institutions underlying emerging capitalisms? Are there common or specific patterns of institutional clustering across countries and what are the main characteristics of the varieties of capitalism they shape? What are their main long-term determinants? Are there specific patterns of economic outcome associated with these clusters? Can different forms of institutional complementarity be observed? How can we analyse institutional reform from this perspective?

This book aims to examine the effects of globalization and economic and political transformations in those parts of the world which are now regularly referred to as 'emerging regions'. These are Latin America and the Caribbean, East Central Europe and the former Soviet Union and East Asia. This book breaks new ground in three areas. First of all it develops a critique of the use of the term "emerging regions" for geographers and social scientists and relates this to world-systems theory. Secondly, it explores the development trajectories and challenges of countries in this so-called emerging world, countries that will be crucial to the evolution of the world economy in the twenty-first century. Thirdly, it compares and contrasts the pathways of both economic and political change in the three world regions under focus. This is a unique approach in terms of books published in both geography and the social sciences. Within the context of the three world regions, the book combines historical and contemporary analysis of the evolving world-system. In these regions we are concerned to understand the historical expansion and extension of capitalism and how its contemporary forms of production, exchange and regulation are evolving. The authors believe that at the present time these processes have produced 'alternative capitalisms' - economic and associated developments which, while assuredly capitalist, differ in various ways from those typical of the capitalist West or 'core economies' of North America and Western Europe.

This book considers why institutional forms of modern capitalist economies differ internationally, and proposes a typology of capitalism based on the theory of institutional complementarity. Different economic models are not simply characterized by different institutional forms, but also by particular patterns of interaction between complementary institutions which are the core characteristics of these models. Institutions are not just simply devices which would be chosen by 'social engineers' in order to perform a function as efficiently as possible; they are the outcome of a political economy process. Therefore, institutional change should be envisaged not as a move towards a hypothetical 'one best way', but as a result of socio-political compromises. Based on a theory of institutions and comparative capitalism, the book proposes an analysis of the diversity of modern economies - from America to Korea - and identifies five different models: the market-based Anglo-Saxon model; Asian capitalism; the Continental European model; the social democratic economies; and the Mediterranean model. Each of these types of capitalism is characterized by specific institutional complementarities. The question of the stability of the Continental European model of capitalism has been open since the beginning of the 1990s: inferior macroeconomic performance compared to Anglo-Saxon economies, alleged unsustainability of its welfare systems, too rigid markets, etc. The book examines the institutional transformations that have taken place within Continental European economies and analyses the political project behind the attempts at transforming the Continental model. It argues that Continental European economies will most likely stay very different from the market-based economies, and caat political strategies promoting institutional change aiming at convergence with the Anglo-Saxon model are bound to meet considerable opposition.

Democratic capitalism in developed countries has been facing an unprecedented crisis since 2008. Its political manageability is declining sharply. Both democracy and capitalism now involve crucial risks that are significantly more serious than those observed in earlier periods. The notion of policy regimes has gained new significance in analysing the possibilities for a post-neoliberal alternative. Policy innovations directed towards an economic breakthrough require both political leadership and a new economic theory. The processes of political decision making have become quite distant from the public realm, and a limited number of economic and political elites exert influence on public policy. This book examines, from a policy regime perspective, how developed countries attempt to achieve such a breakthrough at critical junctures triggered by economic crises. It initially assesses the nature of the present crisis and identifies the actors involved. Thereafter, it provides an analytical definition of a crisis, stressing that most crises contain within them the potential to be turned into an opportunity. Finally, it presents a new analytical design in which we can incorporate today’s more globalized and fluid context.

Among a vast literature on the Asian economies, the book proposes a distinctive approach, inspired by Régulation Theory, in order to understand the current transformations of the Asian economies. The book follows their transformations after the 1997 Asian crisis until the subprime crisis. During this period, the viability of their growth regime was to coherence of five basic institutional forms: the degree of competition and insertion into the world economy, the nature of labour market organization, the monetary and exchange rate regimes and finally the style for State intervention via legislation, public spending and tax. The book provides new findings. The degree of financial liberalization and opening to the world economy largely determines the severity of the 2008-2009 recession and the political-economic reactions of each Asian countries to the subprime crisis. Asian capitalisms are distinct from American and European ones, but they are quite diverse among themselves, and this differentiation has been widening during the last decade. This book will help to shed light on a de facto regional economic integration is taking place in Asia, but unsolved past political conflicts do hinder the institutionalisation of these interdependencies.

Monographic compilation of essays on the impact of multinational enterprise capitalism on national level economic development and dependence of developing countries (incl. Latin America and Africa) - considers the origins of the dependence development theory in context with modernization and neoclassical economic theories, analyses underdevelopment effects of mass media, arms, technological change, etc., and examines alternative development policy options based on self-reliance, references and statistical tables.

This book systematically analyzes the economic dynamics of large emerging economies from an extended Comparative Capitalisms perspective. Coining the phrase 'state-permeated capitalism', the authors shift the focus of research from economic policy alone, towards the real world of corporate and state behaviour. On the basis of four empirical case studies (Brazil, India, China, South Africa), the main drivers for robust economic growth in these countries from the 2000s until the 2010s are revealed. These are found, in particular, in mutual institutional compatibilities of 'state-permeated capitalism', in their large domestic markets, and beneficial global economic constellations. Differences in their institutional arrangements are explored to explain why China and India have been more economically successful than Brazil and South Africa. The authors highlight substantial challenges for the stability of state-permeated capitalism and assess the potential future growth, sustainability and likely pitfalls for these large emerging economies. Opening further avenues for empirical and theoretical research, this book raises questions for the future of the global economic order and should appeal to academics, graduate students and advanced undergraduates in politics, economics, economic sociology and development studies. It should also prove a worthwhile and provocative read for development practitioners and policy-makers.
