The Energy Security Dilemma

This book analyzes the energy security of the United States – its ability to obtain reliable, affordable, and sufficient supplies of energy while meeting the goals of achieving environmental sustainability and protecting national security. The economic and national security of the United States is largely dependent upon fossil fuels, especially oil. Without significant changes to current practices and patterns of energy production and use, the domestic and global impacts – security, economic, and environmental – are expected to become worse over the coming decades. Growing US and global energy demands need to be met and the anticipated impacts of climate change must be avoided – all at an affordable price, while avoiding conflict with other nations that have similar goals. Bernell and Simon examine the current and prospective landscape of American energy policy, from tax incentives and mandates at the federal and state level to promote wind and solar power, to support for fracking in the oil and natural gas industries, to foreign policies designed to ensure that markets and cooperative agreements — not armies, navies and rival governments — control the supply and price of energy resources. They look at the variety of energy related challenges facing the United States and argue that public policies designed to enhance energy security have at the same time produced greater insecurity in terms of fostering rising (and potentially unmet) energy needs, national security threats, economic vulnerability, and environmental dangers.

The first chapter starts from a general understanding of the “energy security” notion and different approaches on its preservation. Then, it follows to the evolution of the term in China proceeding to the part describing the common situation with the most energy consuming states in the Asia-Pacific Region. The second chapter analyzes different approaches on handling energy security dilemma in China within its domestic policy. The scrutiny is made to follow the path from a widely applied over the history of China - extensive approach, continuing with a less popular but still valuable - intensive approach, and finishing with the most promising – innovative approach. Ultimately the third chapter goes beyond the internal boundaries and shows possible solutions to the risen problem on the global scale. It refers to enlargement of Beijing’s foreign energy partnership and unraveling the tangle of the Malacca Strait by an extra pipeline system crossing Myanmar, canal projects traversing some South-East Asia states, expanded energy resources production in the South China Sea and partial redirection of Chinese petroleum and LNG carriers northwards.

Whether it derives from advanced nuclear reactors in developed nations or simple wood stoves in the developing world, energy is recognized as vital to human welfare. It influences our economic, political, and social policies. Possessing or not possessing sufficient energy determines a state's political and economic power. Competition for energy has been, is, and will be a source of conflict. The choices nation-states make when it comes to energy will have a profound bearing on a wide range of security concerns, from nuclear proliferation to climate change.

This paper investigates the connection between climate change and energy security in Europe and provides empirical evidence that these issues are the two faces of the same coin. Using a panel of 39 countries in Europe over the period 1980–2019, the empirical analysis presented in this paper indicates that increasing the share of nuclear, renewables, and other non-hydrocarbon energy and improving energy efficiency could lead to a significant reduction in carbon emissions and improve energy security throughout Europe. Accordingly, policies and reforms aimed at shifting away from hydrocarbons and increasing energy efficiency in distribution and consumption are key to mitigating climate change, reducing energy dependence, and minimizing exposure to energy price volatility.
