The Four Faces of Nuclear Terrorism, a new book from the Center for Nonproliferation Studies, assesses the motivations and capabilities of terrorist organizations to acquire and use nuclear weapons, to fabricate and and detonate crude nuclear explosives, to strike nuclear power plants and other nuclear facilities, and to build and employ radiological weapons or "dirty bombs."

Nuclear terrorism shares much in common with other terrorist threats--and as a result, he argues, defeating it is impossible unless we put our entire counterterrorism and homeland security house in order. As long as we live in a nuclear age, no defense can completely eliminate nuclear terrorism. But this book reminds us that the right strategy can minimize the risks and shows us how to do it.

This book examines the threat of a terrorist organisation constructing and detonating a nuclear bomb. It explores the role and impact of the organisational design of a terrorist organisation in implementing a nuclear terrorism plot. In order to do so, the work builds on the organisational analogy between an assumed nuclear terrorism scenario and four case studies as follows: the construction of the first atomic bombs at Los Alamos; South Africa’s Peaceful Nuclear Explosives (PNE) program; Aum Shinrikyo’s chemical-biological armament activities; and Al Qaeda’s implementation of the 9/11 attacks. Extrapolating insights from these case studies, this book introduces the idea of an effectiveness-efficiency trade-off. On the one hand, it will be argued that a more organic organisational design is likely to benefit the effective implementation of a nuclear terrorism project. On the other hand, this type of organic organisational design is also likely to simultaneously constitute an inefficient way for a terrorist organisation to guarantee its operational and organisational security. It follows, then, that the implementation of a nuclear terrorism plot via an organic organisational design is also likely to be an inefficient strategy for a terrorist organisation to achieve its strategic and political goals. This idea of an effectiveness-efficiency trade-off provides us with a tool to strengthen the comprehensive nature of future nuclear terrorism threat assessments and sheds new light on the ongoing debates within the nuclear terrorism literature. This book will be of particular interest to students of nuclear proliferation, terrorism studies, international organisations, and security studies in general.

The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. This book examines the state of the nuclear non-proliferation regime and the issues it faces in the early 21st century. Despite the fact that most countries in the world have signed the Non-Proliferation Treaty (NPT) there is growing concern that the NPT is in serious trouble and may not be able to stop the further spread of nuclear weapons. If so, international stability will be undermined, with potentially disastrous consequences, and the vision of a nuclear weapon-free world will become utterly unrealistic. More specifically, the NPT is exposed to four main challenges, explored in this book: challenges from outside, as three countries that have not signed the Treaty – Israel, India and Pakistan – are known to possess nuclear weapons; challenges from within, as some countries that have signed on to the Treaty as non-nuclear weapons states have nevertheless developed or are suspected to be trying to develop nuclear weapons (North Korea and Iran being cases in point); challenges from below in the shape of terrorists and other non-state actors who may want to acquire radioactive materials or even nuclear weapons; and, finally, challenges from above due to the perceived failure of the five legal nuclear weapons states to keep their part of the ‘double bargain’ made by the parties of the NPT and take serious steps towards nuclear disarmament.
