European welfare states are currently under stress and the 'social contracts' that underpin them are being challenged. First, welfare spending has arguably 'grown to limits' in a number of countries while expanding everywhere in the 1990s in line with higher unemployment. Second, demographic change and the emergence of new patterns of family and working life are transforming the nature of 'needs'. Third, the economic context and the policy autonomy of nation states has been transformed by 'globalization'. This book considers the implications of these challenges for European welfare states at the end of the twentieth century with interdisciplinary contributions from first-rate political scientists, economists and sociologists including Paul Ormerod.

This accessible text looks at the impact of the globalization process on social policy. National social policy is increasingly determined by global economic competition and international organizations. Its substance is becoming more and more transnational and now has to be understood in terms of global social redistribution, social regulation, social provision and empowerment. Global Social Policy examines trends in global inequity and summarizes the diverse experiences of different welfare regimes across the world. The authors review the social policies of international organizations such as the World Bank, the International Monetary Fund, UN Agencies and the European Union, and show them to be engaged in heated controversy regarding the future for welfare. The potential role of social protection in the development process has received heightened recognition in recent years, yet making a strong investment case for social protection remains particularly challenging in many emerging and developing countries. This report challenges us to think deeply about the economic rationale for social protection investments through an inclusive development lens. It helps us understand the links between social protection, growth and inequality; how to measure those links empirically; social protection’s impact on inclusive growth; and how to build a more solid economic case for greater social protection investments.

Work patterns deviating from this model - be it self-employment or online "gig work" - can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers' situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists' insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.
