This report considers looks at which public governance principles, tools and arrangements countries can use to enable a whole-of-government shift towards inclusive growth.

Public governance can make a broad-based contribution to sound, sustainable and inclusive growth. Aligning public governance tools and processes with the broader objectives of policy making for inclusive growth can help governments deal with the complexities that go hand-in-hand with reconciling growth and inclusiveness. These complexities include setting out a vision, ensuring that policies complement each other and that different parts of government work together towards common goals, and engaging stakeholders to improve effectiveness, delivery and inclusion. After describing the OECD approach to inclusive growth, the report discusses which public governance principles, tools and arrangements can be used, and when, to enable a whole-of-government shift towards inclusive growth.

The government’s ability to deliver inclusive growth crucially depends on the quality of governance. This paper reviews the linkages between governance and inclusive growth, and key policies to improve governance. The policies include (1) structural reform, automation, improving rules and procedures (including for fiscal and monetary policies) to limit the discretion and hence the space for policy errors; (2) human resource policies, capacity building, effective anti-corruption frameworks to incentivize public officials to make decisions in the best public interest; and (3) transparency, accountability, and inclusive political institutions to inform and monitor policymaking.

It is based on the XXXth Villa Mondragone International Economic Seminar, where leading experts met to discuss the latest research and thinking on different aspects of globalization, trade, inequalities, growth imbalances, green technologies, the labor market, and financial systems. The aim is to stimulate new responses and possible solutions to a variety of well-recognized problems, including low growth in real wages, stagnating productivity, and growing disparities in income. Some of these problems are especially evident in Europe, where austerity policies have failed to deliver adequate growth and investment. However, while a number of the contributions focus on aspects of particular importance to Europe, others look further afield, for example to the scope for innovation in Africa and to experiences with quantitative easing in Japan. The book will be of wide interest to academics, researchers, policy makers, and practitioners.
