The Land Water Energy Nexus Biophysical And Economic Consequences

This report contributes to the discussion of interconnections between scarce resources by highlighting the nexus between land, water and energy (the LWE nexus). It focuses on a dynamic, integrated, and disaggregated analysis of how land, water and energy interact in the biophysical and economic systems. The report provides projections for the biophysical and economic consequences of nexus bottlenecks until 2060, highlighting that while the LWE nexus is essentially local, there can be significant large-scale repercussions in vulnerable regions, notably on forest cover and in terms of food and water security. The analysis is based on coupling a gridded biophysical systems model with a multi-regional, multi-sectoral dynamic general equilibrium modelling assessment. Numerical insights are provided by investigating a carefully selected set of scenarios that are designed to illustrate the key bottlenecks: one scenario for each resource bottleneck, plus two scenarios that combine all bottlenecks, with and without an overlay of climate change.

The nexus between water and energy raises a set of public policy questions that go far beyond water and energy. Economic vitality and management of scarce and precious resources are at stake. The existence of water, energy, and food (WEF) is critical for people to fulfil their basic needs, to achieve welfare, and to support the Sustainable Development Goals (SDGs). The WEF security topic is becoming widely discussed in developing and developed countries. Major components of WEF security i.e. availability, accessibility, and quality should be achieved integratedly to avoid unexpected impacts. The interconnectedness among endogenous and exogenous variables such as environmental, socio-economic, and political factors makes this issue immensely complex. The nexus approach attempts to integrate management and governance across sectors and scales to improve WEF security. This study aims to grasp WEF security in a local context and evaluate the implications of planned local interventions by developing a conceptual and quantitative analysis with local stakeholders. Karawang Regency in Indonesia is chosen as the case study. Several strategies for WEF-related sectors are formulated using location quotient (LQ) and competitive position (CP) methods. In addition, qualitative and quantitative system dynamics models are established by involving related stakeholders through group model building. Finally, a nexus-based framework for WEF security is developed to assist local policymakers in doing the evaluation and planning of WEF resources in the region.

In a worldwide context of ever-growing competition for water and land, climate change, droughts and man-made water scarcity, and less-participatory water governance, agriculture faces the great challenge of producing enough food for a continually increasing population. In this line, this book provides a broad overview of innovation issues in the complex water–agriculture–food nexus, thus also relative to their interconnections and dependences. Issues refer to different spatial scales, from the field or the farm to the irrigation system or the river basin. Multidisciplinary approaches are used when analyzing the relationships between water, agriculture, and food security. The covered issues are quite diverse and include: innovation in crop evapotranspiration, crop coefficients and modeling; updates in research relative to crop water use and saving; irrigation scheduling and systems design; simulation models to support water and agricultural decisions; issues to cope with water scarcity and climate change; advances in water resource quality and sustainable uses; new tools for mapping and use of remote sensing information; and fostering a participative and inclusive governance of water for food security and population welfare. Due to global transformational trends, such as population growth, economic development and climate change, energy, water, land and human resources are increasingly under pressure to support societal development and to maintain necessary services. Decision makers need improved tools in order to be better informed about trade-offs and synergies between different development and management choices, and to help them identify options on how to sustainably manage resources. This report proposes a way to carry out a water-energy-food nexus assessment approach in order to: a) understand the interactions between water, energy and food systems in a given context, and b) evaluate the performance of a technical or policy intervention in this given context. The ultimate goal of the nexus assessment is to inform nexus related responses in terms of strategies, policy measures, planning and institutional set-up or interventions.
