This volume addresses how and in what capacity the European Union and its member states are able to respond to fundamental shifts occurring in global politics and remain relevant for the future. The changing nature of the international system is subject to considerable contestation among scholars, with many claiming that the fundamentals of the post-war international system are being rewritten. This volume brings together prominent scholars in the field of European security to address a range of pertinent issues related to Europe’s role in the context of evolving global challenges. The first section focuses on whether the EU is an actor with a strategic nature and the means to act on a global security strategy. The second section considers the institutional dynamics and the approaches at the EU’s disposal to fulfil its possible intended global roles. The third section addresses Europe’s most important strategic relationship—the partnership it has with the United States. This section considers the recalibration of the transatlantic relationship in light of the changing international system and the reorientation of U.S. foreign policy. ​This book explores the multilayer nexus among inter-related international and regional security parameters that critically define the EU’s rapidly changing security environment. In terms of intensity, complexity and urgency these changes constitute challenges that threaten the very core of European security – both internal and external. In a fluid and transitional international environment of diversified needs and polymorphic threats the space dimension acquires a novel unified meaning. The book closely examines the EU’s current strategic, organisational and defence capabilities regarding global, regional and domestic challenges such as terrorism, systemic instability, global order and a number of crucial hindrances to transatlantic cooperation. The chapters offer not only valuable theoretical insights, but also unique perspectives on operational and organisational elements of EU applied policies based on the testimonies of field experts. The combination of theory-based approaches and the demonstration of the EU’s operational capabilities and weaknesses as externalized through its global strategy choices provide an overall evaluation of adopted policies and their effects. This is crucial in a global transition period that will define the EU’s role and its potential to produce desired outcomes through synergies with its strategic allies.

This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. This reading of strategies lies behind the analysis of the policy-making processes of the ESS and the EUGS, unpacked into four phases: agenda-setting, policy formulation, policy output and implementation. By looking at the shifting policy-making dynamics from foreign and security policy to external action, the author sheds light on the current shape of EU integration.

Divided between two military alliances, Europe has maintained stability based on political status quo and military power balance. However, European states—including neutral and nonaligned countries—have felt a need for a common policy to guarantee their security, and the Conference on Security and Cooperation in Europe (CSCE) was convened to address this concern. Ten years later, the authors of this study find that the outlines of a European security regime are indeed discernible. The conference in Helsinki initiated efforts for negotiated and controlled change in Europe. Contributors to this volume analyze the achievements of CSCE, consider more recent models of collective or common security systems, and deal with political and military processes at work in Europe as well as relationships with great powers and the Third World. The role of Western Europe, and particularly Finland's role as an initiator of the CSCE process, receives special attention. Documentation of the tenth anniversary meeting and the CSCE process in general are also included.

This edited collection is a timely and in-depth analysis of the EU’s efforts to bring coherency and strategy to its security policy actions. Despite a special European Council summit in December 2013 on defence, it is generally acknowledged that fifteen years since its inception the EU’s Common Security and Defence Policy (CSDP) has yet to acquire a clear sense of purpose. This book investigates those areas where the EU has established actorness in the security and defence field and asks whether they might constitute the elements of an emergent more coherent EU strategy on security. Taking a critical view, the contributors map the EU’s strategic vision(s) across particular key regions where the EU has been active as a security actor, the strategic challenges that it has pinpointed alongside the opportunities and barriers posed by a multiplicity of actors, interests and priorities identified by both member states and EU actors. By doing this we demonstrate where gaps in strategic thinking lie, where the EU has been unable to achieve its aims, and offer recommendations concerning the EU’s future strategic direction. This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of ‘homeland security’ in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. The book will be of great interest to students of European security and EU politics, terrorism and counter-terrorism, security studies and IR.
