DISAM serves as a Defense Security Cooperation Agency (DSCA) institution to provide consolidated professional training and education for the security cooperation workforce. Since its initial publication in the spring of 1980, this textbook has been commonly referred to as the "Greenbook" by virtue of its green cover. It explains the wide range of DOD activities and relationships involved in developing and managing various types of security cooperation programs, including "Building Partner Capacity" programs, in addition to the traditional Department of State (DOS) security assistance programs.
