The New Faces Of Fascism

What is fascism in the twenty first century? What does Fascism mean at the beginning of the twenty-first century? When we pronounce this word, our memory goes back to the years between the two world wars and envisions a dark landscape of violence, dictatorships, and genocide. These images spontaneously surface in the face of the rise of radical right, racism, xenophobia, islamophobia and terrorism, the last of which is often depicted as a form of "Islamic fascism." Beyond some superficial analogies, however, all these contemporary tendencies reveal many differences from historical fascism, probably greater than their affinities. Paradoxically, the fear of terrorism nourishes the populist and racist rights, with Marine Le Pen in France or Donald Trump in the US claiming to be the most effective ramparts against "Jihadist fascism". But since fascism was a product of imperialism, can we define as fascist a terrorist movement whose main target is Western domination? Disentangling these contradictory threads, Enzo Traverso's historical gaze helps to decipher the enigmas of the present. The 8th November 2016 marked a startling new era in American political life. After the creeping ascent of Right wing authoritarian parties in the UK and Europe Donald Trump's victory in the presidential election brought an alarming form of "e;alt-right"e; neo-conservativism into the American political mainstream. Many aspects of this descent into the darkness of fascism was predicted by Bertram Gross in Friendly Fascism, a provocative and original critique of a subtle yet growing fascism in American political life. Laqueur describes how fascism's early achievements--the rise of Germany and Italy as leading powers in Europe, a reputation for being concerned about the fate of common people, the creation of more leisure for workers--won many converts. But what successes early fascist parties can claim, Laqueur points out, are certainly overwhelmed by its disasters: Hitler may have built the Autobahnen, but he also launched the war that destroyed them. Nevertheless, despite the Axis defeat, fascism was not forgotten: Laqueur tellingly uncovers contemporary adaptations of fascist tactics and strategies in the French ultra-nationalist Le Pen, the rise of skinheads and right-wing extremism, and Holocaust denial. He shows how single issues--such as immigrants and, more remarkably, the environment--have proven fruitful rallying points for neo-fascist protest movements. But he also reveals that European fascism has failed to attract broad and sustained support. Indeed, while skinhead bands like the "Klansman" and magazines such as "Zyklon B" grab headlines, fascism bereft of military force and war is at most fascism on the defense, promising to save Europe from an invasion of foreigners without offering a concrete future. Laqueur warns, however, that an increase in "clerical" fascism--such as the confluence of fascism and radical, Islamic fundamentalism--may come to dominate in parts of the Middle East and North Africa. The reason has little to do with religion: "Underneath the 'Holy Rage' is frustration and old-fashioned class struggle." Fascism was always a movement of protest and discontent, and there is in the contemporary world a great reservoir of protest. Among the likely candidates, Laqueur singles out certain parts of Eastern Europe and the Third World. In carefully plotting fascism's past, present, and future, Walter Laqueur offers a riveting, if sometimes disturbing, account of one of the twentieth century's most baneful political ideas, in a book that is both a masterly survey of the roots, the ideas, and the practices of fascism and an assessment of its prospects in the contemporary world.

Attempting to understand the catalogue of horrors that has characterised much of twentieth-century history, Western scholars generally distinguish between violent revolutions of the "right" and the "left". Fascist regimes are assigned to the evil right, Marxist-Leninist regimes to the benign left. But this distinction has left us without a coherent understanding of the revolutionary history of the twentieth century, contends A. James Gregor in this insightful book. He traces the evolution of Marxist theory from the 1920s through the 1990s and argues that the ideology of Marxism-Leninism devolved into fascism. Fascist regimes and Communist regimes - both anti-democratic ideocracies - are far more closely related than has been recognised. Employing wide-ranging primary source materials in Italian, German, Russian, and Chinese, the book opens with an examination of the first standard Marxist interpretation of Mussolini's fascism in the early 1920s and proceeds through the emergence of fascist phenomena in post-Communist Russia. A clearer understanding of the relation between fascism and communism provides a sharper lens through which to view twentieth-century history as well as the present and future politics of Russia, Communist China, and other non-democratic states, Gregor concludes.

In the opinion of some historians the era of fascism ended with the deaths of Mussolini and Hitler. Yet the debate about its nature as a historical phenomenon and its value as a term of historical analysis continues to rage with ever greater intensity, each major attempt to resolve it producing different patterns of support, dissent, and even hostility, from academic colleagues. Nevertheless, a number of developments since 1945 not only complicate the methodological and definitional issues even further, but make it ever more desirable that politicians, journalists, lawyers, and the general public can turn to "experts" for a heuristically useful and broadly consensual definition of the term. These developments include: the emergence of a highly prolific European New Right, the rise of radical right populist parties, the flourishing of ultra-nationalist movements in the former Soviet empire, the radicalization of some currents of Islam and Hinduism into potent political forces, and the upsurge of religious terrorism. Most monographs and articles attempting to establish what is meant by fascism are written from a unilateral authoritative perspective, and the intense academic controversy the term provokes has to be gleaned from reviews and conference discussions. The uniqueness of this book is that it provides exceptional insights into the cut-and-thrust of the controversy as it unfolds on numerous fronts simultaneously, clarifying salient points of difference and moving towards some degree of consensus. Twenty-nine established academics were invited to engage with an article by Roger Griffin, one of the most influential theorists in the study of generic fascism in the Anglophone world. The resulting debate progressed through two 'rounds' of critique and reply, forming a fascinating patchwork of consensus and sometimes heated disagreement.
