The New National Defense Program Guidelines: Aligning U.S. and Japanese Defense Strategies for the Third Post-Cold War Era examines the policy implications of the new NDPG, analyzing the global changes in the post-Cold War security environment that stimulated adjustments to Japan's defense policy. It also addresses the operational aspects of the new documents both from a Japanese and an American perspective. Originally published in Bungeishunju in Japanese, this book examines policies pursued by the administration and its governance based on over 50 investigative interviews with key figures in the administration, including former Prime Minister Shinzo Abe. The contributors cover nine major policies, including economic policy, diplomacy and security, work style reform, trade liberalization, and historical issues, and explore why a specific policy was chosen at that time, who made that decision, and on what grounds. Reviewing such decision-making processes sheds light on the issue of governance. Consequently, this book also analyses the administration’s distinctive style of governance, such as strong leadership from the Prime Minister’s Office, ability to navigate party politics, and overwhelming victories in national elections. In 2016, economic globalization suffered a severe crisis after over half a century of smooth development, and deglobalization was running mountains high. This book offers an overview of space strategy in the 21st century. The purpose of space strategy is to coordinate, integrate, and prioritize space activities across security, commercial, and civil sectors. Without strategy, space activities continue to provide value, but it becomes difficult to identify and execute long-term programs and projects and to optimize the use of space for security, economic, civil, and environmental ends. Strategy is essential for all these ends since dependence on, and use of, space is accelerating globally and space is integrated in the fabric of activities across all sectors and uses. This volume identifies a number of areas of concern pertinent to the development of national space strategy, including: intellectual foundations; political challenges; international cooperation and space governance; space assurance and political, organizational, and management aspects specific to security space strategy. This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. They show the contrast between structural expectations and cultural predispositions, as realist geopolitical security threats and opportunities interact with domestic elite and popular interpretation of historical narratives and distinctive political-military cultures to influence security policies. The concluding chapter devotes special attention to methodological issues at the heart of strategic cultural studies, as well as how culture may impact the potential for future conflict or cooperation in the region. The result is a body of work that helps deepen our understanding of strategic cultures in the Asia-Pacific in comparative perspective and enrich security studies.
