The Open Access Open Journal Systems Paradigm And The Production Of Scholarly Journals In Developing Countries

Despite the relevance of journals to the development of scholarship on the African continent, printed journals are going through turbulent times. Alternative models of distributing scholarly communication are needed. A model such as the Open Journal Systems (OJS), which is reversing the declining access for faculty and students, is considered for developing countries in this report. The report examines OJS, an open source journal management/publishing system designed to support open access scholarly publishing and its application in the developing countries. The report describes the historical timeline of the Public Knowledge Project at University of British Columbia, which gave birth to the OJS, and the efforts that have been made by developing countries to adapt OJS to journal publishing with the hope that the developing countries may increase their contribution to global knowledge. The report concludes by discussing the challenges facing developing countries in embracing open access models for scholarly publishing.

This book deals with one strand of the intense debate concerning the links between law and development, namely the coordination of innovation processes and legal change. It analyzes how innovation, and ultimately development, can be fostered or hindered by existing or new legal infrastructures. Drawing on ten years of empirical work and research, analyses of how open development has played out in practice. A decade ago, a significant trend toward openness emerged in international development. “Open development” can describe initiatives as disparate as open government, open health data, open science, open education, and open innovation. This symposium, which was held on March 10-11, 2003, at UNESCO headquarters in Paris, brought together policy experts and managers from the government and academic sectors in both developed and developing countries to (1) describe the role, value, and limits that the public domain and open access to digital data and information have in the context of international research; (2) identify and analyze the various legal, economic, and technological pressures on the public domain in digital data and information, and their potential effects on international research; and (3) review the existing and proposed approaches for preserving and promoting the public domain and open access to scientific and technical data and information on a global basis, with particular attention to the needs of developing countries.
