This handbook integrates a range of conceptual and empirical approaches to diplomacy in the context of ongoing technological and societal change. Technological and societal disruptions affect modern diplomacy, altering its character and reforming its way. In light of such changes, this book offers both historical foundations and contemporary perspectives in the field. By doing so, it demonstrates how contemporary change impacts the work of diplomats representing sovereign states. Global diplomatic services will forever be affected by the digitalization of engagement between states during and after the COVID-19 pandemic. In this rapidly changing culture, with burgeoning geopolitical and geostrategic realignment among global powers, the tools of diplomacy have changed. The state’s foreign policy astuteness and responses to these changes could have long-term impacts. All this culminates in opportunities for improving the management of diplomatic services and efficiency of the Ministries of Foreign Affairs (MoFA) of various states. This book provides useful insights into how modern diplomacy works, especially the integration of informalities into formal diplomatic practices in complex peace and security environments, within such a framework of change.

In this handbook, a group of 40 scholars and practitioners from some 30 countries takes a critical look at the contemporary practice of diplomacy. Many assume diplomacy evolves naturally, and that state- and non-state actors are powerless to make significant changes. But Diplomacy’s methods, its key institutions and conventions were agreed more than six decades ago. None take account of the opportunities and vulnerabilities presented by the Internet. Diplomacy is now a neglected global issue.The COVID pandemic and the invasion of Ukraine have highlighted some of the problems of diplomatic dysfunction. Beyond identifying current problems diplomacy is facing, the book also seeks to identify some practical options for reform and innovation. How might a process of reform be agreed and implemented? The second edition of the Routledge Handbook of Public Diplomacy, co-edited by two leading scholars in the international relations subfield of public diplomacy, includes 16 more chapters from the first. Ten years later, a new global landscape of public diplomacy has taken shape, with major programs in graduate-level public diplomacy studies worldwide. What separates this handbook from others is its legacy and continuity from the first edition. This first edition line-up was more military-focused than this edition, a nod to the work of Philip M. Taylor, to whom this updated edition is dedicated. This edition includes US content, but all case studies are outside the United States, not only to appeal to a global audience of scholars and practitioners, but also as a way of offering something fresher than the US/UK-centric competition. In Parts 1–4, original contributors are retained, many with revised editions, but new faces emerge. Parts 5 and 6 include 16 global case studies in public diplomacy, expanding the number of contributors by ten. The concluding part of the book includes chapters on digital and corporate public diplomacy, and a signature final chapter on the noosphere and noopolitik as they relate to public diplomacy. Despite growing interest in digital diplomacy, few studies to date have evaluated the extent to which foreign ministries have been able to realize its potential. Studies have also neglected to understand the manner in which diplomats define digital diplomacy and envision its practice. This article explores the digital diplomacy model employed by four foreign ministries through interviews and questionnaires with practitioners.

This book analyses digital diplomacy as a form of change management in international politics. The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change.
