The Political Economy Of Education In Central Asia

This open access book is intended as an original contribution to the conversation on the role and challenges of education in Central Asia to promote social cohesion by looking at Kazakhstan, Tajikistan and Uzbekistan. Examining education challenges within the countries’ wider historical, social, political, and cultural context, the contributions explore existing discourses concerning national identity, religion, language, gender, inclusion, internationalisation of education, and non-state actors through a Political Economy Analysis (PEA) lens. With the understanding that education is both a powerful mechanism of social reproduction in societies and a driver of social change, the book attempts to promote political economy analysis of education as a helpful analytical tool for educational debates and reform agendas in the region and thus will be a valuable resource for policymakers, practitioners, and scholars in this region and beyond.

This book offers a comprehensive and accessible treatment of recent academic and policy studies of basic education in South Asia.

Reflecting on almost three decades of postsocialist transformations, the second edition of Globalization on the Margins explores continuities and changes in Central Asian education development since the dissolution of the Soviet Union in 1991, with a particular focus on the developments that took place since the production of the first edition in 2011. Rather than viewing these transformations in isolation, the authors place their analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This new edition, in addition to a revised introduction and a newly added conclusion, consists of four thematic sections, each reflecting a key theme in the educational life of the Central Asian states. These thematic sections, introduction and conclusion collectively update our understanding of the recent developments and challenges in education of the five Central Asian states. They, however, go beyond mere information update, so as to complicate, re-engage, re-form and re-define the margins, taking up ‘margins’ a conceptual, geographic, cultural, and geo-political construct. This book brings together internationally prominent scholars renowned for their work on post-Soviet republics, as well as outstanding emerging scholars native of Central Asia in order to discuss the state of education in the Central Asian Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Drawing on their individual contexts and research, the authors offer analyses and critiques of some of the social, political, and economic issues in education in their respective countries, and some insights about how local actions engage with the challenges and problems, as well as with the possibilities and opportunities they face. Since gaining their independence in 1991, the five republics of Central Asia have been undergoing some enormous political, social, linguistic, cultural, and economic changes, even as we write. This collection shows that researchers are increasingly interested in exploring the development of education in this part of the world. In these countries, education plays a significant role in transitioning from centrally planned to market economies and is seen as the key resource to facilitate entry into the global competitiveness sphere. A look at the challenges facing education in Central Asia. In this study, the author contests that understanding the challenges throughout the 15 former republics of the former Soviet Union is helpful in understanding the progress and setback in the Central Asian Republics.

Most books on the Caucasus and Central Asia are country-by-country studies. Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. This book examines the economic reforms and material progress made since the Central Asian republics became independent from the Soviet Union in 1991. Without some of the neo-liberal reforms recommended by the "Washington Consensus" and with an authoritarian presidency, Uzbekistan, the largest of these countries, has nevertheless achieved modest economic growth, stability, and a relatively impressive degree of income equality. The country has also preserved its economic and political independence from the great powers — Russia, China, and the USA — who are rivals for influence and energy in Central Asia. Human rights have been poorly enforced, though occasional thaws have also taken place. In second half of the book features a comparative analysis of four Central Asian states, all super-presidential authoritarianisms but with very different resource endowments and external commitments. A separate chapter deals with the energy resources of the region and the challenges of bringing oil and gas to the world market, and the question of whether Central Asian states will return to the Russian sphere of influence or seek closer ties with Asia or Europe is examined. The book concludes with prospects for future political and economic progress in the key Central Asian states.
