In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

Weighing in on the euro-austerity debate, this book uses case studies from three countries to evaluate the distinctive politics of fiscal policy and welfare state reform during a key period in Europe.

Why do some governments try to limit immigrants' access to social benefits and entitlements while others do not? Through an in-depth study of Sweden, Canada, and the Netherlands, Immigration and the Politics of Welfare Exclusion maps the politics of immigrants' social rights in Western democracies. To achieve this goal, Edward A. Koning analyzes policy documents, public opinion surveys, data on welfare use, parliamentary debates, and interviews with politicians and key players in the three countries. Koning's findings are three-fold. First, the politics of immigrant welfare exclusion have little to do with economic factors and are more about general opposition to immigration and multiculturalism. Second, proposals for exclusion are particularly likely to arise in a political climate that incentivizes politicians to appear "tough" on immigration. Finally, the success of anti-immigrant politicians in bringing about exclusionary reforms depends on the response of the political mainstream, and the extent to which immigrants' rights are protected in national and international legal frameworks. Since the Gezi uprisings in June 2013 and AKP’s temporary loss of parliamentary supremacy after the June 2015 general elections, sharp political clashes, ascending police operations, extra-judicial executions, suppression of the media and political opposition, systematic violation of the constitution and fundamental human rights, and the one-man-rule of President Erdoğan have become the identifying characteristics of Turkish politics. The failed coup attempt on 15th July 2016 further impaired the situation as the government declared emergency rule at the end of which a political regime defined as the “Presidential Government System” was established in July 2018. Turkey’s New State in the Making examines the historical specificities of the ongoing AKP-led radical state transformation in Turkey within a global, legal, financial, ideological, and coercive neoliberal context. Arguing that rather than being an exception, the new Turkish state has the potential to be a model for political transformations elsewhere, problematizing how specific policies the AKP adapted to refract social dispositions have been radically redefining the republican, democratic and secular features of the modern Turkish state.

This book explores the transformation in the healthcare system in Turkey since 2003, which has been portrayed as a benchmark for building universal healthcare systems in emerging market economies. Focussing on healthcare politics in an under-researched developing country context, it fills a significant lacuna in existing scholarship. This study answers these questions: What were the political dynamics that enabled the introduction of healthcare reform in Turkey? What political conflicts did the reform generate? How and to whose benefit have these conflicts been resolved? Drawing on qualitative interviews with a diverse set of actors, Yılmaz explores the actors’ subjective interpretations of the reform, the discourses and strategies they used to influence the reform, and the changing healthcare politics scene. He demonstrates that the reform has been a complex political process within which actors negotiated whether and to what extent healthcare remains a citizenship right or a commodity. This book will appeal to students and scholars of social policy, politics, health policy, public health and sociology.

In this ethnographic study, the author examines the policies and practices of family planning programs in Egypt to see how an elitist, Western-informed state attempts to create obliging citizens. The state sees voluntary compliance with the law for the common good as the cornerstone of modernity. Family planning programs are a training ground for the construction of self-disciplined individuals, and thus a rewarding area of study for the fate of social programs in developing countries. Through a careful examination of state-endorsed family planning practices in urban and rural contexts, the author shows us the pervasive, high-pressure persuasion of women, who are encouraged to think as individual decision makers of their immediate families and their national interests. But what of the other forces at work in these women’s lives, binding them to their extended families and to their religious identities? And what of the laws that allow for polygamy and discriminate against women in marriage, inheritance, and as part of the workforce? These forces operate against the received wisdom of the state. Is the Muslim community thought to end at the borders of Egypt? What about local constructions of masculinity when the state appeals to wives to decide for themselves? How does widespread labor migration to foreign countries affect attitudes toward family planning? How is female contraception viewed by the Islamic Brotherhood and other modern Muslim groups? This book questions much that we have taken for granted and gives us grounds for reexamining our assumptions about family planning and the individual and state in developing countries such as Egypt.
