The Protective Functions Of Forests In A Changing Climate European Experience

The objective of this publication is to present the policy and management approach of each member country on its protective forests. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

Protective forests are a key component to reduce natural hazard risks in mountain areas by preventing or decreasing the frequency, magnitude and/or intensity of snow avalanches, rockfall, landslides, floods, and debris flows. This book summarizes the state-of-the-art knowledge and introduces methods and decision support tools to facilitate the use of protective forests for Ecosystem-based Disaster Risk Reduction (Eco-DRR) as part of an integrated risk management in the Alpine Space. Moreover, it highlights how translating scientific knowledge into practical solutions can only be achieved by an active and iterative exchange with practitioners and policy makers, and a common understanding of applied concepts and definitions. Only then can protective forests be managed sustainably under constantly changing climate and socio-economic conditions.

It serves various purposes, such as legal documents, concession agreements, and tools for sustainable forest management. Multiple-use forest management recognizes the diverse values and benefits that forests provide beyond timber, such as water regulation, climate change mitigation, biodiversity conservation, and cultural values. Despite its challenges, forest management planning can contribute to sustainability and optimize the value derived from forests. SMFEs play a crucial role in supporting livelihoods and forest-based economies. However, barriers such as policy environments, lack of support tools, and management challenges need to be addressed. Forest management planning can help overcome these barriers by ensuring legal compliance, mitigating risks, promoting sustainability, and supporting marketing and value chain development. It is also a valuable tool for empowering local forest users, involving stakeholders, and negotiating benefit-sharing arrangements.The process of forest management planning involves gathering information, defining objectives, developing silvicultural and ecosystem services plans, creating a business plan, planning for unusual events, and establishing a monitoring system. It is an adaptive learning process that continuously evaluates and adapts plans based on the results of forest management activities. Stakeholder engagement is key to developing a socially acceptable forest management plan, starting with identifying stakeholders, creating awareness, informed discussions, and monitoring to keep stakeholders accountable for their agreed responsibilities. Negotiating expectations and building consensus helps identify conflicts and integrate qualitative data to improve decision-making in multiple-use forest management.In conclusion, forest management planning is essential for sustainable forest management, contributing to the well-being of communities, the environment, and the economy. This guide provides a framework for forest management planning, guiding forest managers through the planning process stepwise and providing advice on information sources needed during the planning process. The framework can be adapted to national and local contexts in line with relevant regulatory requirements.

This book addresses the issue of climate change risks and hazards holistically. Climate change adaptation aims at managing climate risks and hazards to an acceptable level, taking advantage of any positive opportunities that may arise. At the same time, developing suitable responses to hazards for communities and users of climate services is important in ensuring the success of adaptation measures. But despite this, knowledge about adaptation options, including possible actions that can be implemented to improve adaptation and reduce the impacts of climate change hazards, is still limited. Addressing this need, the book presents studies and research findings and offers a catalogue of potential adaptation options that can be explored. It also includes case studies providing illustrative and inspiring examples of how we can adapt to a changing climate.

The increasing con'. ;ern for the serious problems of forest decline that occurred in the Northern Hemisphere in the late 1970's and early 1980 's led to an emphasis on the necessity of promoting and setting up investigations into the basic physiological mechanisms of forest trees. Since then, the concern about rapid changes has decreased along with the increase of monitored data on European forests health status. But tree physiology has faced new questions about changing climate and increasing atmospheric carbon dioxide concentrations. Advances in plant molecular biology and forest genetics have opened up new avenues in the research on forest tree physiology. At the same, time it has become evident that molecular and genetic tools give only a basis for further research on tree structure and function, which needs basic tree physiology again. On the other hand, the problems of forest decline in Europe are not over. They are no longer discussed daily in the media, but stress is an everyday phenomenon experienced by European forest trees. For instance, in southern Europe and mountainous regions, drought stress and many other abiotic or biotic factors are stressors and cause problems to forests with many important social and protective functions.
