The Public Legitimacy Of Minority Claims

Problems involving minorities still constitute a significant challenge for public policies in countries such as the ones on the territories of the former Soviet Union and Yugoslavia. Unassimilated, facing the cultural "non-transparency" of their lifeworlds, and usually without autonomy, their problems are quite different from those in Western Europe and North America. This book presents a study of public policies concerning the national, ethnic, and religious minorities in the countries of Central and Eastern Europe. It explores the opportunities available for applying the model of deliberative democracy to the domain of designing and realizing minority policies. It examines the possibility that minority groups can influence – and ideally even pre-decide – minority policies by legitimizing claims concerning their needs and rights in a way that leaves democratic public opinion no choice but to support them. Adopting a novel approach to the public legitimization of minority claims, it proposes that the general public’s evaluation of the credibility of minority claims should focus on the procedural qualities of the intra-group (ethical-political) discourses through which these claims are articulated and substantiated. This text will be of key interest to students and scholars of public policy, minority politics, the politics of Eastern Europe, political theory and comparative politics.

This book presents a new conception of the rights and status of minority cultures. It argues that certain sorts of `collective rights' for minority cultures are consistent with liberal democratic principles, and that standard liberal objections to recognizing such rights on grounds of individual freedom, social justice, and national unity, can be answered. Increasingly, ethnic and religious variables are taken into account to explain conflict and relations between nations. However, ethnic and religious groups exist beyond the confines of frontiers. In Africa, for example, hundreds of ethnic groups were divided by colonial borders, and many retained kinship connections to their brethren in other countries, thus creating “cross-border ethnic/religious affinity.” Such cross-border connections affect a variety of foreign policy, from diplomacy to the use of force. An internal problem can spread to other states, or external actors can become involved in domestic disputes due to such factors. Therefore data on cross-border connections are essential to measure and assess their actual or potential effects on foreign policy or conflict. This unique resource serves both qualitative and quantitative researchers. For ease of use, it is divided in sections for each region of world, with the entries organized by pairs of contiguous countries. Each entry for a pair of countries briefly discusses the ethnic and religious groups that are common to both countries and the historical and current connections between these groups. The entries are organized based on the Correlates of War country codes, which are widely used by researchers and allow for country pairs to be organized geographically within each section to facilitate easy use of the data.

The media inform the public, help political and social actors communicate with each other, influence perceptions of pressing issues, depict topics and people in particular ways, and may shape political views and participation. Given these critical functions that the media play in society, this book asks how the media represent migrants and minorities. What information do the media communicate about them? What are the implications of media coverage for participation in the public sphere? In the past, researchers studying migrants and minorities have rarely engaged in systematic media analysis. This volume advances analytical strategies focused on information, representation, and participation to examine the media, migrants, and minorities, and it offers a set of compelling original analyses of multiple minority groups from countries in Europe, North America, and East Asia, considering both traditional newspapers and new social media. The contributors analyze the framing and type of information that the media provide about particular groups or about issues related to migration and diversity; they examine how the media convey or construct particular depictions of minorities and immigrants, including negative portrayals; and they interrogate whether and how the media provide space for minorities’ participation in a public sphere where they can advance their interests and identities. This book was originally published as a special issue of the Journal of Ethnic and Migration Studies.
