The Quality Of Vocational Education

An OECD study of vocational education and training designed to help countries make their systems more responsive to labour market needs. It expands the evidence base, identifies a set of policy options and develops tools to appraise VET policy initiatives.

Many resources are invested in the development and introduction of Quality Assurance Systems in educational institutions all over the world. Our assumption is that, as a result of quality assurance activities, practitioners obtain information about their own functioning and institutional performance which is new and valuable to them and which therefore will form a basis for them to improve performance. This assumption proves to be naïve; too often performance feedback is under-utilized, and evaluations become void, legitimizing rites instead of a basis for organizational learning and the improvement of institutions. The aim of this book was to find out when educational institutions do transform Quality Assurance data into actions to improve performance, and how the use of such data can be promoted. This volume reports on the study of Quality Assurance structures and activities in 36 educational institutes in 6 European Countries and presents guidelines for Quality Assurance.

One of the committees of the Organisation for Economic Cooperation and Development (OECD) examined the vocational education and training policies of its member countries. The committee identified a number of significant policy directions that are emerging in OECD countries. Among these are an enhanced political commitment to providing vocational training, a strengthening of the economic and social roles of vocational education, and a raising of the quality of vocational education, training and skills of the labor force. Analysis of the vocational education and training policies of individual OECD-member countries reveals particular emphasis on the contributions vocational education can bring to innovation, to technology, to the supply of labor, and to productivity and economic development. In addition, many OECD-member countries are in the process of reforming their mechanisms for financing initial and further skills training. If these reforms are to succeed, the following key issues must be addressed: the share of costs among firms, and between the state and firms; the costs of combined work and training; and the development of financing arrangements that are flexible enough to respond to changes in work content and in the labor force. This book addresses what is, perhaps, the single most important issue for vocational education; its relatively low standing in an era of high aspiration. The work explores the nature, extent and consequences for an educational sector that whilst having an increasingly important role in contemporary societies is seen to be of low standing across both countries with developed and developing economies. Some of the standing is associated with the occupation it serves and this is highlighted in an era of high aspiration by young people and their parents. The consequences are far-reaching. This includes how governments and community view and support vocational education, parents and familiars advise about participation in it and young people’s decision-making associated with their post-school pathways. More than describing this problem, the focus of this collection is how this issue can be redressed through the actions of supra-government agencies, governments, schools in tertiary education institutions, industry and professional bodies and employers. It sets out the quality and extent of societal sentiments in shaping how vocational education and the occupation it serves are projected, across countries, continents and cultures, and offers a range of perspectives and contributions from scholars on how this issue might be redressed. These contributions are drawn together and synthesised into sets of propositions, practices and approaches directed towards governments, schooling and tertiary education institutions, educators, researchers, industry and professional bodies and employers. In this way, the book seeks to provide an authoritative, seminal, comprehensive and central text to understand and respond to this central issue for vocational education.
