The Revolutionary Treatises

Richard Ashcraft offers a new interpretation of the political thought of John Locke by viewing his ideas, especially those in the Two Treatises of Government, in the context of his political activity. Linking the implications of Locke's political theory with his practical politics, Professor Ashcraft focuses on Locke's involvement with the radical Whigs, who challenged the established order in England from the 1670s to the 1690s. An equally important aim of the author is to provide a case study of a revolutionary movement that includes a discussion of its organization, ideology, socio-economic composition, and political activities. Based upon a detailed examination of manuscripts, diaries, correspondence, and newspapers, Professor Ashcraft presents a wealth of new historical evidence on the political life of Restoration England. This study represents an example of an approach to political theory that stresses the importance of authorial intentions and of the political, social, and economic influences that structure a particular political debate.

This volume guides the reader through a detailed examination of the text to an understanding of Locke’s political ideas in relation to his writings on philosophy, education, religion and economics and the influence these ideas had upon eighteenth-century political theorists. The author shows how Locke carefully constructed his political perspective as a defence of the principles of natural rights, constitutional government and popular resistance. He offers an original interpretation of the Two Treatises..., emphasizing the specific ways in which Locke’s political purposes in writing the work influence his discussion of such concepts as the state of nature, property, consent and tyranny. The author discusses the historical and biographical context of the work and demonstrates how eighteenth century political thinkers developed or rejected aspects of Locke’s political theory and summarizes important recent studies of Locke’s work.

"Address to the Christian Nobility of the German Nation" is the first of the three tracts written by Martin Luther in 1520. In this work, he defined for the first time the signature doctrines of the priesthood of all believers and the two kingdoms. After the church made a strong attempt at drawing distinct lines on saying who had authority in the spiritual sphere and its matters. This division of Christians into spheres motivated Luther to write on the "three walls" the "Romanists" created to protect themselves from reform. "Prelude on the Babylonian Captivity of the Church" is a theological treatise, the second of the three major tracts from 1520. In this work Luther examines the seven sacraments of the Catholic Church in the light of his interpretation of the Bible. With regard to the Eucharist, he advocates restoring the cup to the laity, dismisses the Catholic doctrine of Transubstantiation but affirms the real presence of the body and blood of Christ in the Eucharist, and rejects the teaching that the Mass is a sacrifice offered to God. "A Treatise on Christian Liberty" is the third of Luther's major reforming treatises of 1520. It developed the concept that as fully forgiven children of God, Christians are no longer compelled to keep God's law; however, they freely and willingly serve God and their neighbors. Luther also further develops the concept of justification by faith. In the treatise, Luther stated, "A Christian is a perfectly free lord of all, subject to none. A Christian is a perfectly dutiful servant of all, subject to all."

John Locke's Second Treatise on Civil Government constitutes one of the cardinal works of English political philosophy. His theories respecting the nature of the state and the manner in which governments can best maintain a balance of power provided a vigorous incentive to American and French revolutionaries of the eighteenth century. Moreover, it was Locke who conceived the idea of checks and balances contained in the Constitution of the United States, and his doctrine that revolution in some circumstances is not only a right but an obligation is strongly reflected in the revolutionary discourses of Voltaire and Rousseau."

As one of the early Enlightenment philosophers in England, John Locke sought to bring reason and critical intelligence to the discussion of the origins of civil society. Endeavoring to reconstruct the nature and purpose of government, a social contract theory is proposed. The Second Treatise sets forth a detailed discussion of how civil society came to be and the nature of its inception. Locke's discussion of tacit consent, separation of powers, and the right of citizens to revolt against repressive governments, has made The Second Treatise one of the most influential essays in the history of political philosophy.

Three of John Locke's finest works, which expound political and religious ideas revolutionary in their time, are presented together in this printing. When Dutch monarch William of Orange ascended to the English throne in the Glorious Revolution of 1688, burning questions over the best form of governance for England were prominent among the intelligentsia of the era. It was a time when England grappled with incremental transition from monarchy to early forms of democracy and voting. In the first treatise of government Locke proceeds to attack and dissect his prominent contemporary Robert Filmer, who was broadly in favour of absolute monarchy under the principle of divine right. The allusions to the Biblical Adam, wherein the monarch can be intimated as a continuation of the first man ever created, are debunked by Locke who asserts that God never asserted that one man had province to rule over all other human beings.

Two Treatises of Government (or "Two Treatises of Government: In the Former, The False Principles, and Foundation of Sir Robert Filmer, and His Followers, Are Detected and Overthrown. The Latter Is an Essay Concerning The True Original, Extent, and End of Civil Government") is a work of political philosophy published anonymously in 1689 by John Locke. The First Treatise attacks patriarchalism in the form of sentence-by-sentence refutation of Robert Filmer's Patriarcha, while the Second Treatise outlines Locke's ideas for a more civilized society based on natural rights and contract theory.King James II of England (VII of Scotland) was overthrown in 1688 by a union of Parliamentarians and stadtholder of the Dutch Republic William III of Oranje-Nassau (William of Orange), who as a result ascended the English throne as William III of England. This is known as the Glorious Revolution, also called the Revolution of 1688. Locke claims in the "Preface" to the Two Treatises that its purpose is to justify William III's ascension to the throne, though Peter Laslett suggests that the bulk of the writing was instead completed between 1679-1680 (and subsequently revised until Locke was driven into exile in 1683). According to Laslett, Locke was writing his Two Treatises during the Exclusion Crisis, which attempted to prevent James II from ever taking the throne in the first place. Anthony Ashley-Cooper, 1st Earl of Shaftesbury, Locke's mentor, patron and friend, introduced the bill, but it was ultimately unsuccessful. Richard Ashcraft, following in Laslett's suggestion that the Two Treatises were written before the Revolution, objected that Shaftesbury's party did not advocate revolution during the Exclusion Crisis. He suggests that they are instead better associated with the revolutionary conspiracies that swirled around what would come to be known as the Rye House Plot. Locke, Shaftesbury and many others were forced into exile; some, such as Sidney, were even executed for treason. Locke knew his work was dangerous-he never acknowledged his authorship within his lifetime.The Two Treatises begin with a Preface announcing what Locke hopes to achieve, but he also mentions that more than half of his original draft, occupying a space between the First and Second Treatises, has been irretrievably lost. Peter Laslett maintains that, while Locke may have added or altered some portions in 1689, he did not make any revisions to accommodate for the missing section; he argues, for example, that the end of the First Treatise breaks off in mid-sentence.In 1691 Two Treatises was translated into French by David Mazzel, a French Huguenot living in the Netherlands. This translation left out Locke's "Preface," all of the First Treatise, and the first chapter of the Second Treatise (which summarised Locke's conclusions in the First Treatise). It was in this form that Locke's work was reprinted during the 18th century in France and in this form that Montesquieu, Voltaire and Rousseau were exposed to it. The only American edition from the 18th century was printed in 1773 in Boston; it, too, left out all of these sections. There were no other American editions until the 20th century.
