The Rise Of Hybrid Political Islam In Turkey

This book charts the economic, social and political rise of the Justice and Development Party (JDP) as well as its political resilience over the last sixteen years. Going beyond the standard dichotomy debate of political Islam versus secularism, the author shows how the JDP, a political party with substantial roots in political Islam, came to power in 2002 as an outcome of the socioeconomic transformation process that started in the country in the 1980s. The book further illustrates how the party consolidated its ruling power by catering to its core constituencies via a multifaceted set of policies that gave rise to the emergence of a powerful political machine. A careful analysis of the JDP’s policy agenda highlights the discrepancy between the party's discourse and its supply of policies. Furthermore, the author shows how the party has skilfully (re-)framed its ideological stance by changing alliances, and in analysing this hybrid ideological framing she presents key underpinnings of the party that paved the way to a fundamental restructuring of the Turkish party system and establishment of a new regime that replaced the old guard. Drawing on social movement theory, the book focuses on the dominant form of Islamist activism in Turkey by analyzing the increasing electoral strength of four successive Islamist political parties: the Welfare Party; its successor, the Virtue Party; and the successors of the Virtue Party: the Felicity Party and the Justice and Development Party. This book, which is based on extensive primary and secondary sources as well as in-depth interviews, provides the most comprehensive analysis currently available of the Islamist political mobilization in Turkey.

How safe is Turkey's liberal democracy? The rise to power in 2002 of the right-leaning Islamic Justice and Development Party ignited fears in the West that Turkey could no longer be relied upon to provide a buffer against the growth of Islamic fundamentalism in the Middle East. Once hailed by the West as a model of secularism and moderation in the Muslim world, Turkey is now seen to be under the influence of the 'creeping Islamisation' of the JDP (or AKP as it is known in Turkey). This book scrutinizes the causes and the nature of the major changes that Turkish political Islam witnessed from its emergence in the 1970s to the middle of 2012. Among the multiple causes that scholars argue to be influential in the process, the book focuses on two aspects, specifically Turkish state elites and globalization. A combination of theoretical and empirical knowledge is used to enhance the explanatory and analytical powers of the book. The National View Parties of the past were often found to be highly motivated to Islamize both social and political life in Turkey by bringing the country closer to its historical and cultural past. The AK Party of the period under scrutiny here, however, appeared with the stance that every specific party goal would be secondary to democracy, human rights, rule of law and closer relations with the West. It is argued in the book that Turkish state elites were the leading cause of this change with the pressures they applied at the forefront of a very rigid type of secularism they maintained for decades. Globalization, as another leading cause, is argued here to have played a major role in the process by guiding Turkish political Islam towards a process of socialization that brought it into line with contemporary political norms, values and institutions.

Islam, Populism and Regime Change in Turkey explores the role of religion (Sunni, Hanefi Islam) in the transformation of Turkey under the reign of President Recep Tayyip Erdoğan and his Justice and Development Party (Adalet ve Kalkınma Partisi, AKP). The chapters argue that the Turkish understanding of secularism was also one of the building blocks and the constitutive elements of Turkey’s modernization until the rise of the AKP. Currently, however, it seems that religion has become a new or re-born element of the new Turkey and has been transforming many areas such as: the media, the Kurdish issue, implementation of the rule of law, foreign policy and gender issues. This book therefore aims to scrutinize the question: how does a religion-based transformation in Turkey influence the raison d’etat of the state, and effect in various ways different areas such as gender, foreign policy, economy and socio-political relations of various power groups within the society? Turkey is positioned to become the twenty-first centuryÆs first Muslim power. Based on a dynamic economy and energetic foreign policy, TurkeyÆs growing engagement with other countries has made it a key player in the newly emerging multidirectional world order. TurkeyÆs trade patterns and societal interaction with other nations have broadened and deepened dramatically in the past decade, transforming Turkey from a Cold War outpost into a significant player internationally. TurkeyÆs ascendance and the changes that have taken place under the leadership of TurkeyÆs Muslim conservative government have prompted its policymakers to craft a new vision of their role in twenty-first-century society. This developing worldview animates TurkeyÆs desire to sometimes take the lead with its co-religionists and occasionally challenge its partners in the West, while showing no inclination to become an irresponsible rising power.
