First published in 2007, this book focuses on the security of sea lanes of communication. It was a joint publication between the Maritime Institute of Malaysia (MIMA) and the Indian Ocean Research Group (IORG) and is an important book for three particular reasons. First, it takes a step forward in identifying key policy themes that can be applied to interstate cooperation around the Indian Ocean Region (IOR). Second, the particular theme discussed is not only central to the economic well-being of Indian Ocean countries, but also to many of the world’s most important trading states, and finally the various discussions within the book raise a host of issues to which regional as well as non-regional policy-makers should give serious consideration.

This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. Using a historical approach, it reveals vital links to events in the present day. The volume: Highlights the competition between major Asian powers to control the ‘String of Pearls’ — a reference to the Chinese attempts at controlling the Indian Ocean periphery. Shows that cooperation amongst the major powers of the region could abate the threat of the potential of conflict becoming global and inviting external intervention. Discusses India’s Look-East policy and the deepening relation between India and the Association of Southeast Asian Nations (ASEAN). Argues for the need of Indian Ocean states and particularly the South Asian Association for Regional Cooperation (SAARC) members of the Indian Ocean Rim Association (IORA) to look afresh at their political and security issues and common interests. Suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat. The Indian Ocean has emerged as a critical maritime space in the Asia-Pacific Littoral in view of the transformed strategic, security and economic significance of the region. The Indo-Asia-Pacific region is the greatest maritime-littoral space that has the largest concentration of population, resources, developing economies, congested sea lanes, and contested territorial spaces. It is thus significant in a geo-political, geo-economic and geo-strategic sense.The Centre for Security Analysis in collaboration with the Hanns Seidel Foundation organized an international symposium on The Changing Oceanic Landscape of the Indian Ocean Region: Issues of Debate fro 13-15 December, 2006 at Chennai. Analysts, practitioners and academicians from Australia, Germany, India, Japan, Malaysia, Philippines, Singapore, Taiwan and USA participated in the event. This book is a compendium of the papers presented and discussed at the symposium.

Among the many strategic and economic issues facing the Gulf in the coming years, those relating to the Indian Ocean are set to be among the most challenging. In the re-ordering of global economic and political power which is currently underway, the Indian Ocean constitutes a key arena for regional and global competition and rivalry. With the leading Asian powers playing a more pro-active role in the region, sometimes with conflicting ambitions, and the United States intent on maintaining its established maritime hegemony there, the potential dangers for the Gulf states are considerable. Gulf economic interests and perhaps regime stability would be severely affected by conflict. This book contends that the Gulf states need to play an active part in the promotion of Indian Ocean stability and security, working with other Indian Ocean states to develop institutional structures and practices which encourage cooperation and provide avenues for conflict resolution. They have everything to gain from such a strategy. This volume is based on a workshop held at the Gulf Research Meeting organized by the Gulf Research Center Cambridge in summer 2017.

First published in 2004, this book is the inaugural volume of the Indian Ocean Research Group (IORG) and is based on a selection of papers presented at the IORG launch in Chandigarh in November 2002. The volume emphasizes the complexity and historical and contemporary geopolitical significance of the Indian Ocean Region (IOR). It also propagates the necessity for increased intra-regional cooperation, especially in terms of economic and environmental security, maritime boundaries, sea lane security and ocean management, in the spirit of open regionalism, in order to ensure a more secure IOR. In addition, the volume initiates an agenda for future social science policy-orientated research. The book should be of particular interest to policy-makers, business people and academics, as well as citizens of the IOR.

Being an island nation, the ocean is never too far from Sri Lanka. Situated right at the center of the world's busiest sea lanes of communication, the geography connects the country with the Indian Ocean, and its destiny is linked to this strategic body of water. For centuries, the Indian Ocean has been part of Sri Lanka's strategic, security, and political narratives. However, over the years, the country's involvement in the affairs of the Indian Ocean has retracted due to domestic and regional circumstances. Its consciousness of its ocean identity declined when it took an inward orientation which gave greater visibility to its South Asian identity, and its own imagination began to pivot towards the Indian hinterland. However, with the rising importance of the Indian Ocean in geopolitics, and with the end of the civil war, Sri Lanka's consciousness of its ocean identity has grown. Successive governments have formulated policies that would have paved its way to become the hub of the Indian Ocean, making the ocean the center of its economic development, maritime security, and defense relations. Amidst this backdrop, this book explores historical and contemporary perspectives on Sri Lanka's relations with the Indian Ocean.
