The establishment of the United Nations system at the conclusion of the Second World War was followed by a period of disillusion in the late 40s about the prospects for world order. With the outbreak of the Korean War in 1950 there came a regrouping of forces and revised calculations of what was possible. The first volume of The Shaping of the Peace described Canadian attitudes and policies towards international institutions as the Second World War ended. This volume is concerned with the developments in the decade after the war, with the changing Canadian concepts as they were shaped by events and challenges. Although principal attention is paid to the organs of the United Nations, other themes such as the establishment of NATO, the progress of the new Commonwealth, and the changing concepts of the North American relationship are analysed as essential elements in the Canadian search for equilibrium. The author was himself involved in many of the activities described in these volumes; this is not a personal memoir, however, but a third-person account based on recollections tempered by research of the records.

"The idea of multilateralism is not something that can be forced on states, nor does it come naturally to them." —Tom Keating Seeking Order in Anarchy offers insights into both the theoretical foundations and the real-world outcomes of multilateralism in world affairs. Recognizing that Tom Keating’s theories, though rooted in Canadian foreign policy, have a broader application in international relations, Robert W. Murray has assembled an array of theoretical interpretations of multilateralism, as well as case studies examining its practical effects. Drawing from the insights of fourteen noted scholars and featuring an essay from Tom Keating himself, this volume examines the conditions that encourage states to adopt multilateral strategies, and the consequences of doing so in the context of increasingly complex global politics. Seeking Order in Anarchy is an important book for scholars, graduate students, policy makers, and anyone interested in how multilateralism functions in today’s world. The Middle Power Project describes a defining period of Canadian and international history. During the Second World War, Canada transformed itself from British dominion to self-proclaimed middle power. It became an active, enthusiastic, and idealistic participant in the creation of one of the longest lasting global institutions of recent times – the United Nations. This was, in many historians’ opinions, the beginning of a golden age in Canadian diplomacy. Chapnick suggests that the golden age may not have been so lustrous. During the UN negotiations, Canadian policymakers were more cautious than idealistic. The civil service was inexperienced and often internally divided. Canada’s significant contributions were generally limited to the much neglected economic and social fields. Nevertheless, creating the UN changed what it meant to be Canadian. Rightly or wrongly, from the establishment of the UN onwards, Canadians would see themselves as leading internationalists. Based on materials not previously available to Canadian scholars, The Middle Power Project presents a critical reassessment of the traditional and widely accepted account of Canada’s role and interests in the formation of the United Nations. It will be be read carefully by historians and political scientists, and will be appreciated by general readers with an interest in Canadian and international history.

It is hard to imagine a person who embodied the ideals of postwar Canadian foreign policy more than John Wendell Holmes. Holmes joined the foreign service in 1943, headed the Canadian Institute of International Affairs from 1960 to 1973, and, as a professor of international relations, mentored a generation of students and scholars. This book charts the life of a diplomat and public intellectual who influenced both how scholars and statespeople abroad viewed Canada and how Canadians saw themselves on the world stage.

Robert Cox's writings have had a profound influence on recent developments in thinking in world politics and political economy in many countries. This book brings together for the first time his most important essays, grouped around the theme of world order. The volume is divided into sections dealing respectively with theory; with the application of Cox's approach to recent changes in world political economy; and with multilateralism and the problem of global governance. The book also includes a critical review of Cox's work by Timothy Sinclair, and an essay by Cox tracing his own intellectual journey. This volume will be an essential guide to Robert Cox's critical approach to world politics for students and teachers of international relations, international political economy, and international organisation.
