The South African Response To Covid 19

This book analyses the first two years of South Africa’s response to the COVID-19 epidemic, from its emergence in early 2020. Drawing on the perspectives of a range of public health experts, economists and other social scientists, and development practitioners, this book argues that understanding this early response will be essential to moderate and improve future policy thinking around health governance and epidemic readiness. This book provides a systemic analysis of not only the epidemiological progression of COVID-19 in South Africa, but also the socio-political factors that will be key in determining the future of the country as a whole, including health system challenges, socio-economic disparities and inequalities, and variable (often contradictory and tardy) policy responses. Overall, this book exposes Manichean thinking and the spurious policy dichotomies that pitch public health against human rights, economic recovery against viral vector control, and science against ideology, with lessons not just for South Africa, but also for elsewhere on the African continent, and beyond. Has South Africa ‘done well’ at limiting illness and deaths during the COVID-19 pandemic? Academic and political commentator, Steven Friedman, thinks not. While the country’s mainstream media believes it has, in his view the evidence tells another story. South Africa has experienced by far the most cases and deaths in Africa – at one point as many as the rest of the continent combined. One Virus, Two Countries: What Covid-19 tells us about South Africa offers a searing analysis of government and expert scientists’ responses to the pandemic. Friedman argues that South Africa is two societies in one – a ‘First World’ which resembles Western Europe and North America, and a ‘Third World’ which looks much like the rest of Africa or South Asia. The South African state, the media and the scientific community have largely tried to deal with the virus through a ‘First World’ lens in which much of the country was either invisible or a problem – not a partner. Friedman argues this approach prevented the country from responding in a way which would have protected most citizens. This is why case numbers and deaths are so high: South Africa has done worse than the rest of Africa not despite the fact that it has a ‘more developed’ health system, but because it does. One Virus, Two Countries is a controversial book that will rouse much needed debate about South Africa’s health and economic system in a context of serious inequality.

This edited volume interrogates the intersection between viral pandemics, transnational migration and the politics of belonging in South Africa during COVID-19. The chapters draw on theoretical conceptions such as biopolitics, necropolitics, xenophobio/afrophobia and autochthonous citizenship to understand how South Africa has responded to the devastating effects of COVID-19 and the implications for the lives and livelihoods of African migrants. The book is written against the backdrop of deepening socioeconomic and political problems in South Africa, which have been exacerbated by the pandemic, exclusionary response strategies employed by the government and populist discourses about the dangers of hosting an increasing population of African migrants. Drawing on the experiences of migrants from Cameroon, DRC, Nigeria, Somalia and Zimbabwe, this book explores the challenges of these diaspora communities during lockdowns, their survival strategies and the effects on their social existence during and post the pandemic. From these case studies, we are reminded about the paradoxes of belonging and how COVID-19 continues to reveal different forms of global inequalities. They also remind us about the burdens of displacement and emplacement and how they are repeatedly politicised in South Africa, as the government grapples with endemic socioeconomic and political problems. The conclusion of the book examines the implications of COVID-19 for migration across the African continent and particularly for South Africa, as we witness new waves of xenophobic/afrophobic vigilantism driven by Operation Dudula.

This book offers an original and timeous snapshot of contemporary lines of argument from various authors in the Global South on the Covid-19 pandemic as a complex emergency at the height of the pandemic. At the time of writing, there were various levels of uncertainties from different countries, citizens, the public and private sectors, industries and economies who were in disarray. The book traces the origins of the Covid-19 pandemic in the province of Wuhan in China, the challenges, and the responses from a multiplicity of countries particularly from the Global South. Of particular importance, the book notes that vaccine uncertainty, limiting the spread of the virus and loss of life and employment, were some of the major challenges that these governments and citizens were confronted with. Also, the sizes of various economies lead to various challenges that the abovementioned governments shouldered. The contributors shed light on various aspects related to the Covid-19 pandemic from various countries in the Global South and include, but were not limited to securitised lockdowns, the use of militaries and complete closures of national (and sometimes fragile) economies, as well as overburdened health systems. These are just some dire consequences of Covid-19 on the public and private sector, industries and economy. The book emphasises that despite myriad challenges reported, there are various lessons that can be learnt in terms of how the countries responded to the pandemic, and in terms of how future pandemics can be handled. Finally, this is an interesting piece of work wherein contributors, as a collective, seek to shed light with regards to the unique perspectives from the Global South and at the same time give some guidance, related to their specific areas of focus.

Written amidst the ongoing Covid-19 pandemic, this edited volume draws on the expertise of social scientists and humanities scholars to understand the several ramifications of Covid-19 in societies, politics, and the economies of Africa. The contributors examine measures, communicative practices, and experiences that have guided the (inter)action of governments, societies and citizens in this unpredictable moment. Covid-19 tested governments’ disaster preparedness as well as exposed governments’ attitudes towards the poor and vulnerable. In the same vein, it also tested the agency of the generality of the African populace in the face of containment measures and how these impacted on everyday social, cultural and economic practices of the ordinary peoples. In this vein, our concern is to understand the relationship between growing vulnerability on the one hand and ingenuity of agency on the other, and how both were embodied, narrated and discoursed by the African poor, university students, religious entities, and middle-classes, and those that bore the major brunt of the lockdowns. Lastly, the Covid-19 pandemic impacted regional trade and other bilateral relations in Africa, creating possibilities for regional entities such as ECOWAS and EAC to demonstrate their creativity (or a lack of it) in dealing with the pandemic. The contributors thus examine the regional dimension of the crisis and particularly evaluate how covid-19 tested the resilience of multilateralism, regional trade networks, cross border informal economies, and human movements. The volume is thus a useful resource for scholars of Africa, policy makers and those who want to understand Covid-19 in Africa. It provides a multiplicity of perspectives of the pandemic and African responses at different levels of society, economy and the political spectrum. The continental focus of this volume gives room for broader comparative analyses. Lastly, this interdisciplinary work benefits from the input of medical historians, anthropologists, sociologists, linguists, political scientists, literature scholars, urban planners, geographers and others.

This book investigates the role of religion in the context of the COVID-19 pandemic in Southern Africa. Building on a diverse range of methodologies and disciplinary approaches, the book reflects on how religion, politics and health have interfaced in Southern African contexts, when faced with the sudden public health emergency caused by the pandemic. Religious actors have played a key role on the frontline throughout the pandemic, sometimes posing roadblocks to public health messaging, but more often deploying their resources to help provide effective and timely responses. Drawing on case studies from African indigenous knowledge systems, Islam, Rastafari and various forms of Christianity, this book provides important reflections on the role of religion in crisis response. In the aftermath of the worldwide outbreak of Covid-19, 31 of South Africa's top analysts, economists, academics and journalists – including Adriaan Basson, Koos Bekker, Pieter du Toit, Adam Habib and Thuli Madonsela – try to chart a way forward, identify our biggest stumbling blocks, and offer solutions for when the virus subsides.
