South Africa Beyond Covid 19

In the aftermath of the worldwide outbreak of Covid-19, 31 of South Africa's top analysts, economists, academics and journalists – including Adriaan Basson, Koos Bekker, Pieter du Toit, Adam Habib and Thuli Madonsela – try to chart a way forward, identify our biggest stumbling blocks, and offer solutions for when the virus subsides. When reports emerged from China in December 2019 about a seemingly incurable virus, few South Africans took notice. But less than three months after those reports, in March 2020, South Africa went into a full lockdown. Life as we knew it ground to a halt. Schools were closed, businesses were shuttered, a curfew imposed, freedom of movement curtailed and hospitals prepared for an unprecedented health storm. The spread of Covid-19, the disease caused by the novel coronavirus, has forced the world and South Africa to reconsider how society works. Can the economy continue to function as it has for the past century, and how can it be reconfigured to be more inclusive? In a post-state-capture country, what must citizens expect and demand from their government? And how can we bridge societal cleavages – many caused by our unjust past – so that we emerge a stronger nation beyond Covid-19? Covid-19 reared its ugly head in 2020 and had a worldwide impact. This book looks at the impact of Covid-19 from the lens of International Relations with a specific and sharp focus on Indo-African ties. A nation and a continent, with shared concerns and opportunities, need to build, strengthen and sustain their ties; and take nearly 45% of the world’s population into a resurgent, post-covid world.

This book analyses the first two years of South Africa’s response to the COVID-19 epidemic, from its emergence in early 2020. Drawing on the perspectives of a range of public health experts, economists and other social scientists, and development practitioners, this book argues that understanding this early response will be essential to moderate and improve future policy thinking around health governance and epidemic readiness. This book provides a systemic analysis of not only the epidemiological progression of COVID-19 in South Africa, but also the socio-political factors that will be key in determining the future of the country as a whole, including health system challenges, socio-economic disparities and inequalities, and variable (often contradictory and tardy) policy responses. Overall, this book exposes Manichean thinking and the spurious policy dichotomies that pitch public health against human rights, economic recovery against viral vector control, and science against ideology, with lessons not just for South Africa, but also for elsewhere on the African continent, and beyond. This book explores the impact of Covid-19, and the associated state lockdown, on rural lives in a former homeland in South Africa. The 2020 Disaster Management Act saw the state sweep through rural areas, targeting funerals and other customary practices as potential ‘super-spreader’ events. This unprecedented clampdown produced widespread disruption, fear and anxiety. The authors build on path-breaking work concerning local responses to West Africa’s Ebola epidemic, and examine the HIV/AIDS pandemic, to understand the impact of the Covid crisis on these communities, and on rural Africa more broadly. To shed light on the role of custom and ritual in rural social change during the pandemic, Covid and Custom in Rural South Africa applies long-term historical and ethnographic research; theories of people’s science, local knowledge and the human economy; and fieldwork conducted in ten rural South African communities during lockdown. The volume highlights differences between developments in Southern Africa and elsewhere on the continent, while exploring how the former apartheid homelands–commonly, yet problematically, represented as former ‘labour reserves’–have since been reconstituted as new home-spaces. In short, it explains why rural people have been so angered by the state’s assault on their cultural practices and institutions in the time of Covid.

The coronavirus has rattled humanity, tested resolve and determination, and redefined normalcy. This compelling collection of 29 short stories and essays brings together the lived experiences of covid19 through a diversity of voices from across the African continent. The stories highlight challenges, new opportunities, and ultimately the deep resilience of Africans and their communities. Bringing into conversation the perspectives of laypeople, academics, professionals, domestic workers, youth, and children, the volume is a window into the myriad ways in which people have confronted, adapted to, and sought to tackle the coronavirus and its trail of problems. The experiences of the most vulnerable are specifically explored, and systemic changes and preliminary shifts towards a new global order are addressed. Laughter as a coping mechanism is a thread throughout.

This book examines the legal and security threat posed by pandemics in Africa and beyond. The authors propose that to effectively counter pandemics, it is necessary for states to transcend beyond a realism approach and to adopt security policies that reflect the multidimensional nature of state authority and functions.

This book explores the extent to which the COVID-19 pandemic is poised to be a permanent fixture in the modern world which in contemporary times will be thought of in terms of before and after the pandemic. It looks at how the pandemic has brought to the fore the question of the appropriate ethics, politics, and spirituality and highlights the present condition of humanity and the need to rethink alternative planetary futures. It argues that the pandemic has existential and epistemic implications for human life on planet Earth, and a post–COVID-19 future requires a fundamental transformation of the present economic, political, and social conditions. Drawing on empirical case studies on the COVID-19 pandemic from Africa and beyond, contributions in this book challenge the reader to rethink alternative planetary futures. It will be a useful resource for students, scholars, and researchers of African studies, citizenship studies, global development, global politics, human geography, migration studies, development studies, international studies, international relations, and political science.

This paper considers different approaches to modelling the economic impact of the Covid-19 pandemic/lockdown shocks. We review different modelling strategies and argue that, given the nature of the bottom-up recession caused by the pandemic/lockdowns, simulation models of the shocks should be based on a social accounting matrix (SAM) that includes both disaggregated sectoral data and the national accounts in a unified framework. SAM-based models have been widely used to analyze the impact of natural disasters, which are comparable to pandemic/lockdown shocks. The pandemic/lockdown shocks occurred rapidly, in weeks or months, not gradually over a year or more. In such a short period, adjustments through smooth changes in wages, prices and production methods are not plausible. Rather, initial adjustments occur through changes in quantities, altering demand and supply of commodities and employment in affected sectors. In this environment, we use a linear SAM-multiplier model that specifies a fixed-coefficient production technology, linear demand system, fixed savings rates, and fixed prices. There are three different kinds of sectoral shocks that are included in the model: (1) changes in demand due to household lockdown, (2) changes in supply due to industry lockdown, and (3) changes in demand due to induced macro shocks. At the detailed industry level, data are provided for all three shocks and the model imposes the largest of the three. We applied the model on a monthly time step for the period March to June 2020 for four countries: US, UK, Mexico, and South Africa. The models closely replicate observed macro results (GDP and employment) for the period. The results provide detailed structural information on the evolution of the different economies month-by-month and provide a framework for forward-looking scenario analysis. We also use the SAM-multiplier model to estimate the macro stimulus impacts of policies to support affected households. The model focuses attention on the structural features of the economy that define the multiplier process (who gets the additional income and what do they do with it) and provides a more nuanced analysis of the stimulus impact of income support programs than can be done with aggregated macro models.
