The Story Of Act 31

From forward-thinking resolution to violent controversy and beyond. Since its passage in 1989, a state law known as Act 31 requires that all students in Wisconsin learn about the history, culture, and tribal sovereignty of Wisconsin’s federally recognized tribes. The Story of Act 31 tells the story of the law’s inception—tracing its origins to a court decision in 1983 that affirmed American Indian hunting and fishing treaty rights in Wisconsin, and to the violent public outcry that followed the court’s decision. Author J P Leary paints a picture of controversy stemming from past policy decisions that denied generations of Wisconsin students the opportunity to learn about tribal history.

The Great Depression was one of the worst crises of the twentieth century. For some time, the very survival of the country appeared to be at stake. Businesses failed, banks closed, people lost their homes, and thousands lined up at soup kitchens across the United States. Franklin D. Roosevelt proposed "a new deal," and in 1932 he was elected president. Many of his New Deal policies shaped the country in ways that are still visible today, like Social Security and the 40-hour work week. The government struggled to help the people and to keep the economy stable. The Great Depression could not be legislated out of existence, however. Only a world war was able to vanquish it.

Although many associate Franklin D. Roosevelt with the inauguration of the robust, dominant American presidency, the roots of his executive leadership style go much deeper. Examining the presidencies of John Quincy Adams, Ulysses S. Grant, and William Howard Taft, Stephen Rockwell traces emerging connections between presidential action and a robust state over the course of the nineteenth century and the Progressive Era. By analyzing these three undervalued presidents’ savvy deployment of state authority and their use of administrative leadership, legislative initiatives, direct executive action, and public communication, Rockwell makes a compelling case that the nineteenth-century presidency was significantly more developed and interventionist than previously thought. As he shows for a significant number of policy arenas, the actions of Adams, Grant, and Taft touched the lives of millions of Americans and laid the foundations of what would become the American century.

Scholarly understanding of the Victorian literary field has changed dramatically in the past thirty years, due in large part to the extensive recovery of sensation fiction and a corresponding recognition of that genre’s importance in the literary debates, trends, and wider cultural practices of the period. Yet until very recently, work on sensationalism has focused on a narrow range of authors and works, with Wilkie Collins, Mary Elizabeth Braddon, and Ellen Wood retaining the preponderance of critical attention. This collection examines the fiction of ten women sensation writers who were immensely popular in the Victorian period but remain critically neglected today – writers such as Annie Edwardes, M.C. Houstoun, Annie French, Dora Russell and others. The Victorian sensation novel was categorically associated with women by Victorian reviewers and this collection extends our current understanding of this sub-genre by showing that female sensation writers were often sophisticated in their textual strategies, employing a range of metafictional techniques and narrative innovations. By moving beyond the novelists who have come to represent the genre, this book presents a fuller, more nuanced, understanding of the spectrum of writing that constructed the concept of ‘sensationalism’ for Victorian readers and critics.
