In the current world disorder, security is on everyone’s lips. But what is security from a cross-cultural perspective? How is it imagined and experienced by people on the ground? Crucially, what visions of the future are at stake in people’s potentially divergent concerns with security: what, and when, is the time of security? Exploring diverse notions and experiences of time involved in security practices across the globe, this volume brings together a selection of international scholars who conduct ethnographic research in a broad ambit of securitized contexts – from the experience of Palestinian detainees in Israel or forms of popular violence in Bolivia, to efforts to normalize social relations in post-conflict Yugoslavia and ways of imagining threat in left-radical protest movements in Northern Europe. Interrogating recent debates about the role of "securitization" in contemporary politics, the book paves the way for novel forms of security analysis at the crossroads between anthropology and political science, focusing on the comparative study of the temporalities of securitization in a multi-polar world. Offering a pioneering synthesis, the book will be of interest not only to anthropologists, but also to students and scholars in political science and the growing field of Security Studies in International Relations.

This book uses a comparative case study approach to examine how security cultures change under the impact of political shocks and learning through failure. The book thus analyzes the security cultures of Germany and the United States as they evolve under the impact of the war in Bosnia-Herzegovina from 1992 to 1995. The thesis thereby also enhances our understanding of German and U.S. foreign policies. Using paired observations for controlled comparison, the thesis employs process tracing to examine the nature and quantity of change. The case studies demonstrate that security cultures influence the assessment of political situations, restrain policy objectives, and condition the range of issues to which political attention is devoted. Both cases reveal that security cultures affect the evaluation of policy options and the choices that are made. The thesis argues that different transformations of German and U.S. security cultures led to divergent political behavior particularly with regard to the use of force, resulting in more forceful and effective interventions in Bosnia and a reframing of future interventions in third-party conflicts. Domestic reactions to the Bosnian war transformed the security culture in Germany, whereas reactions in the U.S. triggered a re-ranking of cultural preferences. Understanding how security cultures change and evolve through exogenous and endogenous factors improves the chances of policy success in today's challenging international environment.

Using literary, epigraphic, numismatic and iconographic sources this book investigates the safety devices that were in place for the protection of the emperor and the city of Rome in the imperial age. In the aftermath of the civil wars Augustus continued to provide for his physical safety in the same way as in the old Republic while, at the same time, overturning the taboo of armed men in the city. During the Augustan age, the division of the city into 14 regions and 265 vici was designed to establish control over the urban space. Augustus’ successors consolidated his policy but the specific roles of the various military or paramilitary forces remain a matter for debate. Drawing on the testimony of ancient authors such as Tacitus and Suetonius and on material evidence, the volume examines both the circumstances in which these forces intervened and the strategies that they adopted. It also examines the pre-Augustan, Augustan and post-Augustan sense of ‘securitas’, both as a philosophical and a political concept. The final section expands the focus from the city of Rome to the Italian peninsula where the security of the emperor as he travelled to his country residences required advance planning and implementation.
