This toolkit aims to help countries in selecting and analysing value chains for opportunities to improve climate change resilience and reduce gender inequalities. It intends to provide policy makers, planners, project developers, technical advisors and implementers at local, regional or national level with good practices of climate-resilient and gender-responsive value chain development. It aims to act as a repository of relevant tools and methodologies for identifying relevant stakeholders and engaging with them to collect data and analyse it to design interventions. Climate change threatens agricultural value chains, and having a gender-responsive value chain approach is useful in analysing the climate risks, as it looks at stages during and beyond production, while using a more systemic approach to risk management.

Climate change is impacting global food production systems, making the challenge of feeding the world’s growing population more difficult than ever before. The tropical fruit sector is particularly at risk from the negative impacts of climate change driven by rising temperatures, extreme weather events, and associated challenges such as water stress and increased pests and diseases. This poses significant risks for the long-term sustainability of production and trade of important tropical fruits including pineapple. Recognizing these challenges, the Responsible Fruits Project has developed this technical guide on climate change adaptation for the pineapple export industry. The guide is for producers and exporters of pineapple who are interested in learning more about climate change in the context of their own business systems. It was developed through a consultative process with pineapple companies and producer organizations participating in the Responsible Fruits Project. The purpose of this technical guide is to: • Provide up-to-date information on recent and predicted climate change effects and trends in key pineapple producing and exporting countries. • Identify climate change risks and impacts on the production and trade of pineapple. • Identify adaptation practices and recommendations that may help to address these risks, minimize negative impacts and build resilience. • Share good practices adopted by companies to address specific climate-related production risks in a sustainable manner. • Identify gaps in information, research and technical solutions needed to strengthen the availability and adoption of adaptation practices.

Building resilience is important for agrifood systems – such as tropical fruit value chains – to prepare, withstand and adapt to a wide range of risks, including climate and non-climatic shocks and stresses. Resilience is also important to foster transformation of value chains, to both minimize the negative impacts of external risks on the supply chain and also to prevent new operational problems that could compromise the long-term viability of businesses. The FAO-led Building responsible global value chains for the sustainable production and trade of tropical fruits project conducted a comprehensive study during the last quarter of 2022 to identify the main resilience challenges that participants in the avocado and pineapple sectors are facing. The study also aimed to understand the capacities the actors from both value chains possess to prevent, anticipate, absorb, adapt and transform in view of future climate and socioeconomic risks. The report includes the main results from the study, which were validated by the project participants during a workshop held on 6 December 2022. The findings largely draw on literature review and consultations with some of the main actors from the global avocado and pineapple industries in Africa, Asia and Latin America.

The Integrating Agriculture into National Adaptation Plans (NAP-Ag) programme, jointly coordinated by UNDP and FAO, worked with eleven countries to identify and integrate climate adaptation measures into national planning and budgeting processes, in support of achieving the Sustainable Development Goals (in particular SDG 2 - Zero Hunger; and SDG 13 - Climate Action) and the Paris Agreement. The evaluation assessed programme relevance and the achievement and sustainability of programme results among other dimensions. The evaluation found that NAP-Ag’s country-driven, multi-sector and multi-level approach allowed for ample engagement of stakeholders, contributed to establish coordination mechanisms and promoted ownership of results. The programme supported the development of institutional capacities; directly influenced the integration of agriculture adaptation options into countries’ plans, practices and policies, and supported countries in accessing climate finance. NAP-Ag also contributed to global climate change adaptation efforts by supporting countries to accomplish the work outlined by UNFCCC. NAP-Ag also influenced the inclusion of gender aspects adaptation options in many countries. FAO should continue promoting the adoption of programme outcomes in countries’ systems and further support countries to mobilize financial support to scale up lessons learned from NAP-Ag. Private sector involvement should be increased to guarantee the implementation of certain climate adaptation options. Strategic stakeholders should be engaged to support gender mainstreaming efforts in agriculture climate adaptation options.

This work provides a preliminary analysis of the key climate risks affecting agrifood value chains and opportunities for climate services that reach stakeholders involved in all stages of the value chain, from agrifood production to harvest, storage and refrigeration, processing and packaging, transportation, markets, trade and consumption. Climate services provide opportunities to effectively and comprehensively mainstream climate risk management across the entire agrifood value chain, in addition to increasing sustainability and efficiency in the face of changing climate conditions. This report provides significant primary information and recommendations on the development of climate services across the agrifood value chain with a view to systematically enhance sustainable and resilient opportunities. It also provides a basis for further research and investment funding in this area. Its findings could spark follow-up research and public and private investment.
