Tourism And Citizenship

More than sixty years since the 1948 Universal Declaration of Human Rights first enshrined the right to freedom of movement in an international charter of human rights, the issue of mobility and the right to tourism itself have become increasingly significant areas of scholarly interest and political debate. However, despite the fact that cross-border travel implies certain citizenship rights as well as the material capacity to travel, the manifold intersections between tourism and citizenship have not received the attention they deserve in the literature. This book endeavours to fill this gap by being the first to fully examine the role of tourism in wider society through a critically-informed sociological reflection on the unfolding relationships between international tourism and distinct renderings of citizenship, with particular emphasis on the ideological and political alignments between the freedom of movement and the right to travel. The text weaves its analysis of citizenship and travel in the context of addressing large-scale societal transformations engendered by globalization, neoliberalism and the geopolitical realignments between states, as well as comprehending the internal reconfiguring of the relationship between citizens and states themselves. By doing so, it focuses on key themes including: tourism and social citizenship rights; race, culture and minority rights; states, markets and the freedom of movement; tourism, peace and geo-politics; consumerism and class; and, ethical tourism, global citizenship and cosmopolitanism. The book concludes that the advancement of genuinely democratic and just forms of tourism must be commensurate with demands for distributive justice and a democratic politics of mobility encompassing all of humanity. This timely and significant contribution to the sociology and politics of international tourism through the lens of citizenship is a must read for students and scholars in both in the fields of tourism and social science. Certain types of tourism, such as volunteer tourism and student travel, have long been associated with global citizenship. To travel and to experience other societies and other cultures is linked with a cosmopolitan outlook, and also with the capacity to empathise and act ethically in relation to people in distant countries. In turn global citizenship – being a ‘citizen of the world’ - has become increasingly important both as a moral and political identity. Encouraged by employers, validated by universities, travel has become a marker of moral and intent for altruistic and ambitious youth with a mind to travel and the bank balance to facilitate it. The chapters in this volume explore the relationship between tourism, global citizenship and cosmopolitanism. The chapters were originally published in a special issue of Tourism Recreation Research.

Peace through tourism refers to a body of analysis which suggests tourism may contribute to cross-cultural understanding, tolerance and even peace between communities and nations. What has been largely missing to date is a sustained critique of the potential and capacities of tourism to foster global peace. Though conflict is normal and can never fully be prevented in the international arena, such conflicts should not lead to loss of innocent life. Privileged Mobilities contributes to a growing school of critical studies of tourism. Mobility is about power and space. In this anthology, a series of questions are raised regarding privileged mobiles – who travels, where and whence, and why – not least from the standpoint of class, gender, ethnicity and citizenship. The authors portray tourism as a force of re- and de-territorialization: tourism conquers, re-encodes and exploits everything from sea bottom to outer space: places, cultures, histories and life sequences. To paraphrase Guy Debord, tourism “is the mode of appropriation of the natural and human environment by capitalism, which true to its logical development toward absolute domination, can (and now must) refashion the totality of space into its own decor.” In a touristified world, we all become tourists and are fostered to see, experience and act accordingly – whether we want to or not. The tourist emerges as the ideal subject, an a-political being, steeped in experience, adventure and enjoyment.

As tourists increasingly moved across the United States in the late nineteenth and early twentieth centuries, a surprising number of communities looked to capitalize on the histories of Native American people to create tourist attractions. From the Happy Canyon Indian Pageant and Wild West Show in Pendleton, Oregon, to outdoor dramas like Tecumseh! in Chillicothe, Ohio, and Unto These Hills in Cherokee, North Carolina, locals staged performances that claimed to honor an Indigenous past while depicting that past on white settlers' terms. Linking the origins of these performances to their present-day incarnations, this incisive book reveals how they constituted what Katrina Phillips calls "salvage tourism"—a set of practices paralleling so-called salvage ethnography, which documented the histories, languages, and cultures of Indigenous people while reinforcing a belief that Native American societies were inevitably disappearing. Across time, Phillips argues, tourism, nostalgia, and authenticity converge in the creation of salvage tourism, which blends tourism and history, contestations over citizenship, identity, belonging, and the continued use of Indians and Indianness as a means of escape, entertainment, and economic development.
