Transparency In Global Change

An examination of the quest for information exchange in an increasingly international, open society, Transparency in Global Change discusses the reasons for the recent increase in public desire for transparency and the byproducts this transparency can produce.

While its importance in domestic law has long been acknowledged, transparency has until now remained largely unexplored in international law. This study of transparency issues in key areas such as international economic law, environmental law, human rights law and humanitarian law brings together new and important insights on this pressing issue. Contributors explore the framing and content of transparency in their respective fields with regard to proceedings, institutions, law-making processes and legal culture, and a selection of cross-cutting essays completes the study by examining transparency in international law-making and adjudication.

Transparency is increasingly seen as part of the solution to a complex array of economic, political, and ethical problems in an interconnected world. It is often assumed to result in more accountable and effective governance. The 'transparency turn' in global environmental governance in particular is evident in a wide range of international agreements, voluntary disclosure initiatives, and public-private partnerships. This is the first book to scrutinise this transparency turn critically, and to investigate whether it is a broadly transformative force or plays a more limited, instrumental role.

A critical assessment of whether transparency is a broadly transformative force in global environmental governance or plays a more limited role. Transparency—openness, secured through greater availability of information—is increasingly seen as part of the solution to a complex array of economic, political, and ethical problems in an interconnected world. The “transparency turn” in global environmental governance in particular is seen in a range of international agreements, voluntary disclosure initiatives, and public-private partnerships. This is the first book to investigate whether transparency in global environmental governance is in fact a broadly transformative force or plays a more limited, instrumental role. After three conceptual, context-setting chapters, the book examines ten specific and diverse instances of “governance by disclosure.” These include state-led mandatory disclosure initiatives that rely on such tools as prior informed consent and monitoring, measuring, reporting and verification; and private (or private-public), largely voluntary efforts that include such corporate transparency initiatives as the Carbon Disclosure Project and such certification schemes as the Forest Stewardship Council. The cases, which focus on issue areas including climate change, biodiversity, biotechnology, natural resource exploitation, and chemicals, demonstrate that although transparency is ubiquitous, its effects are limited and often specific to particular contexts. The book explores in what circumstances transparency can offer the possibility of a new emancipatory politics in global environmental governance.

The global response to climate change will demand unprecedented international cooperation, deep economic transformation and resource transfers at a significant scale. More than fifty leading experts and practitioners contribute, covering four key areas: governance: investigating major governance challenges towards tackling climate change mitigating climate change: reducing greenhouse gas emissions with transparency and accountability adapting to climate change: identifying corruption risks in climate-proofing development, financing and implementation of adaptation forestry governance: responding to the corruption challenges plaguing the forestry sector, and how these challenges need to be integrated into current international strategies to halt deforestation and promote reforestation. The Global Corruption Report: Climate Change provides essential policy analysis to help policy-makers, practitioners and other stakeholders understand these risks and develop effective responses at a critical point in time when the main architecture for climate governance is being developed.

This book argues that transparency is a concept that has gained increasing currency and favour as an organizing principle and administrative goal in recent years. Calls for transparency have been directed towards states, markets, corporations and national political processes as well as towards large institutions such as the European Union. Focusing on empirically rich case studies, the contributors explore the ideas and practices of transparency in different contexts, encouraging a discussion of the many facets of the term and its strengths, ambiguities and limitations. They aim to shed light on the powerful global discourse and practices contained in the concept, and to fill a gap in the literature since few attempts have, until now, been made to examine the actual content and practice of transparency. Also discussed are the complex negotiations through which it is determined what should be displayed and what should remain hidden, the uses of power and control, and the processes through which transparency is, or is not, achieved. This analysis of the concepts, models and metaphors that guide and shape organizational, social and aesthetical practices today will provide a much-needed contribution to the literature for academics, researchers and students focusing on these areas.
