Transport Land Use And The Environment

Coordination of land use and transport is one of the most important issues in urban planning from the viewpoint of transport infrastructure supply and amenity in urban space. There has been, therefore, much research conducted in the fields of empirical analysis and theoretical and mathematical modelling of the mechanisms of land use-transport interaction. The members of the Transport and Land Use SIG (Special Interest Group) of the WCTRS (World Conference on Transport Research Society) have conducted extensive research in these fields. Leading on from the activities of ISGLUTI (International Study Group on Land Use-Transport Interaction) chaired by Dr. Vernon Webster, its output was published as a book "Land Use-Transport Interaction / Policies and Models". Concurrently with this ongoing research, energy consumption in the transport sector has been increasing rapidly and become a crucial issue from the viewpoint of global environmental conservation. An emerging research need is to examine and structurally identify the mechanisms of the influence of land use-transport interaction on energy consumption and environmental damage, both locally and globally. The SIG held a seminar in December 1993 in Blackheath, Australia which was the first meeting where world class land use-transport experts gathered to discuss the above topic, covering fact finding, scenario analysis and modelling. This book contains selected papers from the seminar. The Australian Government, CSIRO (Australia) and the Asahi Glass Foundation (Japan) supported the seminar. The book was edited with an enormous and patient help by Dr. Omar Osman at Nagoya University.

For many years the integration of the location of land use and activities in spatial systems, as well as the provision of transport in movement of goods, services and people, has been recognized as a challenge amongst various specialists, including: engineers, transportation planners, economists, environmentalists, urban and regional planners and developers. The purpose of this book is to address transportation modelling in terms of technology, techniques and methodology application in context to the interface between transportation systems, land use planning, and environmental challenges and application. The interface between land use management and transportation planning represents probably the most important spatial impact in sustainable land use, mobility and transportation development. Prior to this book, only limited attempts have been made to integrate these topics as to enhance smart growth and sustainable development principles within spatial systems. The approach followed differs internationally and specifically between different planning and transportation authorities. The spatial impacts of land use and transportation serve as the main catalyst in urban form, development and its associated problems. These impacts represent severe consequences from a built and environmental development perspective. All of these are covered in the book and its supporting chapters. The focus of the book is the application of best practice principles in managing the interface between land use management and transportation planning. Transport and the spatial location of population and activities have been important themes of study in engineering, social sciences and urban and regional planning for many decades. However, an integrated approach to the modelling of transport and land use has been rarely made, and common practice has been to model both phenomena independently. This book presents an introduction to the modelling of land use and transport interaction (LUTI), with a theoretical basis and a presentation of the broad state of the art. It also sets out the steps for building an operational LUTI model to provide a concrete application. The authors bring extensive experience in this cross-disciplinary field, primarily for an academic audience and for professionals seeking a thorough introduction.

Assessing the full scale of environmental impacts is essential for effective planning of transport and land use. This is an analysis of transport and land-use planning using strategic environmental assessment (SEA). It establishes the effectiveness of SEA through comparative studies of practice in three countries: Britain, the Netherlands and Germany. The author shows that use of SEA is widespread but far from systematic. He demonstrates the advantages of adopting a systematic application of a comprehensive form of SEA derived from all the major current approaches. Only once this approach is fully understood and systematically applied will all the full benefits be achieved and environmental impacts be minimalized.
