Turkey Ukraine Relations High Potential Low Voltage

With its strategic location of the existing power lines and economic potential, Ukraine, as one of the most important countries of Eastern Europe, is one of the pilot countries with which Turkey aims to develop its relations in an ‘exemplary manner’. Besides, since Ankara and Kiev, share common values and priorities within the framework of preserving stability in the region, the Black Sea neighborhood adds another dimension to bilateral relations. With the High-Level Strategic Council founded in May 2010, it is aimed to improve political and economic relations. Moreover with visa exemption agreement, which is going to be signed in December 2011, will not only increase tourism activities but also expected to intensify the mutual inter-communal relations. Even though there is a consensus on accelerating existing relations in which high level visits frequently occur, the effective potential is not available yet due to differences in political agendas. This has both structural and cyclical reasons. In this study, before proceeding to the analysis of Turkey-Ukraine relations, Ukraine’s economic structure and political process is going to be evaluated in a comprehensive way, for better understanding of the Ukraine politics as well as bilateral relations.

This book examines events around the crisis between Russia and Turkey (2015–2016), offering insights into this conflict and its resolution.

This handbook provides contributions by some of the world-leading experts in the field on recent phenomena and trends in transnational terrorism. Based on the methodological approach of a trend-and-key factor analysis of transnational terrorism and processed on the virtual platform "Foresight Strategy Cockpit" (FSC), the volume seeks to examine what potential future variants of transnational terrorism may evolve. Focusing on the latest structural developments in the sphere of politically or religiously motivated violence, the handbook considers the tactical, strategic, and not least the systemic dimension of terrorism. Divided into seven thematic sections, the handbook’s contributions cover a wide range of issues, dealing among others with strategic and hybrid terrorism, the systemic dimension of extremist violence, prevalent actors, counter-narratives, the crime terror-nexus, the role of digitalization and the spiral dynamic between Islamist and right-wing terrorism. The expert contributions provide a condensed overview of current developments, structural linkages and important academic debates centering around transnational salafi-jihadi terrorism, but also right-wing terrorism and counter-terrorism. A key objective of the work is to make the effects of prevention/preemption, (de-) radicalization and (non-) intervention both transparent and assessable. As such, it contributes well-founded strategies, feasible solutions and options for policy-makers and counter-terrorism experts. This volume will be of great interest to students of terrorism and counter-terrorism, political violence and security studies.

The Russian Invasion of Ukraine and Implications for the Central Region addresses national security threats and strategic opportunities for the United States and its allies in the Middle East and Central Asia following Russia’s invasion of Ukraine. Recognizing that integrated deterrence is not constrained by geography or domain, this book focuses on the complex threats and challenges confronting U.S. national security and foreign policy in a post-Ukraine invasion environment. That is to say, what happens in Ukraine does not stay in Ukraine. It affects everyone from the region to the cyberspace domain to people on the other side of the world, due to changes in commodity prices. Specifically, this volume explores how revised analyses of Russia may alter U.S. and allied strategies in a shifting international system and within the framing of strategic competition. Experts in this volume examine how the war in Ukraine will influence Russian strategy and foreign policy in the Middle East, Central Asia, and globally; what effect the Ukraine invasion could have on global and regional geopolitics and geoeconomics; and the United States’ ability to protect national interests in the Central Region. The reasons for this are multiple and complex. In this volume, we explore many issues that have confounded security experts by asking questions such as: What happens after the Russian invasion? What lessons did the U.S., Ukraine, NATO, and the European Union learn about Russia? What lessons did Russia learn about itself and its military after the Ukraine invasion? What lessons did the U.S. learn in Afghanistan that apply to Ukraine? Why was the initial analysis of the Russian invasion so wrong? How has power shifted in the international system since the Ukraine invasion? How has the security environment shifted since the Ukraine invasion? For the U.S. to continue supporting its partners in the Middle East and Central Asia, it must anticipate what new opportunities will arise from Russia’s missteps in Ukraine. Latin America and the Caribbean Region Viewpoints Many articles have been written about the causes of financial crises in emerging market... ... Much less attention has been devoted to the effectiveness of alternative policy responses and the ensuing process of recovery of the real economy... This paper analyzes the adjustment process in the aftermath of speculative attacks in six countries: Argentina, Brazil, Mexico, Indonesia, Korea, and Thailand. As implied by the title, the main question to be addressed is whether the tales of adjustment in these Latin American and Asian economies were similar. This comparison is interesting for several reasons. The six countries came under the aegis of adjustment programs supported by international financial institutions, and the associated policy prescriptions have been at the center of attention. Of the six cases, one is an example of a successful defense of the currency, while another exemplifies a temporarily successful defense followed by an incomplete adjustment program. The others experienced dramatic currency devaluations. This small sample of episodes of adjustment also offers variety in the magnitude of the ensuing economic decline. While the Mexican and Argentine crises of 1995, and even the Brazilian adjustment after the October 1997 attack against its currency, were certainly costly, the Asian crises have been deeper and the recovery of the real economy has been slower. The paper draws policy implications for reducing the costs of the macroeconomic adjustment after currency crises. Also available: English edition. 1999. 52 pages.
