Excerpt from Ninth Biennial Report of the Bureau of Labor Statistics of the State of California: For the Years 1899-1900 The work of this Bureau, carried to completeness, covers a large and exceedingly varied field, while the authority and means possessed by those connected therewith for accomplishing the said work are but limited. To well gather the industrial statistics of the State, and there after to tabulate and present biennially in a report, in an intelligent manner, such statistics, as contemplated by the Act creating the Bureau, require a larger staff of assistants, and a more liberal appropriation, than the Bureau has been provided with thus far. In addition to the statistical work named, statutes enacted from time to time have added other work to the Bureau, such as inspection of industrial establishments, and the enforcement therein of laws relating to the safety, health, and comfort of employés. And still again, other work has, by legislative mandate or by custom, grown to be part of the work of the Bureau; such, for instance; as the investigation of com plaints by working people of wrong or injustice suffered by them at the hands of employers or others, and the righting of the wrong or injustice complained of, when it is found to exist, as far as within the power of the Bureau so to do. My predecessors, almost without exception, have called attention to the failures which usually follow attempts to collect data by correspond ence. Those possessed of the information sought for in such cases, and to whom inquiries are addressed, as a rule neglect to make reply. This neglect arises, in some cases, from simple indifference; in others, from resentment toward what is deemed to be interference with private affairs; and in others, still again (happily in but few cases), from lack of disposition to oblige. Excerpt from Eighteenth Biennial Report of the Bureau of Labor Statistics of the State of California, 1917-1918 The Eighteenth Biennial Report of the Bureau of Labor Statistics covers the two fiscal years ending June 30, 1918, and is the fourth bien nial published under the present Commissioner of Labor. In the past eight years this department of state has won the respect of employers and the public at large and earned the confidence of the men and women who must toil for their existence. Offices are now maintained in the cities of San Francisco, Los, Angeles, Sacramento, San Diego and Fresno. The Fresno office was Opened in September, 1918, and is conducted in connection with the functions of the Industrial Accident Commission. That this bureau is a department of service to the public can no longer be doubted. It is the first place appealed to by the unemployed; a court of speedy redress where the unfortunate toiler may secure justice; it serves as an arbitrator of irritating disputes that arise in the industrial field and maintains a vigorous campaign in the enforcement of the labor laws of California. A brief resume of the activities of the bureau for the past two years will serve as the best evidence of its usefulness and worth. The total expense for the past two years was while the contingent receipts for the same period were The bureau therefore cost the people of this state for the past two years In return for this expenditure the bureau, through its Free Employment Bureaus, furnished to the working people of California positions which, if secured through the fee agencies, would have cost these same workers The bureau collected in wage claims during the past two fiscal years Private employment agencies were forced to refund fees and expenses amounting to and to furnish two hundred new positions without further cost to the employed. The record for the past seven years shows that this department has investigated complaints and of these complaints were for nonpayment of wages. The amount of wages collected for the past seven years is The claims filed against employment agencies for this period total 4677 and fees and expenses ordered returned amount to During the same period the bureau has conducted 738 prosecutions and secured four hundred convictions.
