This open access book explores how policy makers draw on national, regional and international expertise in issuing school reform within five Nordic countries. In an era of international comparison, policy makers are expected to review best practices, learn from experiences from elsewhere, and apply international standards propelled by international organizations. Do they do so? What counts, for them, as evidence and expertise? The chapters draw methodologically on bibliometric data, network analysis, document analysis and expert interviews. They show compellingly how governments use “evidence” strategically and selectively for agenda setting and policy decisions. This book will be of interest and value to scholars of education policy, specifically within the Nordic region, and international and comparative education.

Schoolteachers and the Nordic Model examines the cultural distinctiveness of the Nordic teaching profession and teacher training compared to examples from Europe and North America. The book explores the concept of these ‘teacher cultures’ as various dimensions of professional identities, recruitment patterns, teachers’ social status, values and knowledge. It considers how Nordic teachers ́ socio-cultural backgrounds and their shifting societal roles compare with continental European examples, analysing the societal consequences of teacher cultures for the current Nordic welfare states. Based in the philosophy of critical realism, this book employs a range of Margaret Archer’s theoretical concepts to investigate temporal and spatial aspects of Norwegian education. Stemming from Archer’s engagement as visiting professor from 2017 to 2019 in the Department of Education at UiT The Arctic University of Norway, the book explores a new area for critical realist theorizing by asking how different spatial contexts affect the workings of the system. The various chapters employ diverse sets of Archer’s theoretical concepts; from morphogenetic cycles and the emergence of educational systems at the macro level, to the exercise of reflexivity among individual school leaders and students at the micro level. In contrast to the focus on educational homogeneity and similarity among Nordic and Scandinavian countries, and promotion of the conception of the ‘Nordic Model’, this book draws attention to differences between these nations as well as regional differences within Norway. As such, it will appeal to scholars with interests in education, sociology, critical realism, educational sciences and pedagogy, education history and political science as well those with a specific interest in the Nordic region.

Over the past few decades, it has become increasingly frequent to come across the co-existence of multiple large-scale assessment surveys within national, subnational, or local settings. Despite the overlapping of tests, time, efforts, and economic resources invested in these “assessment assemblages”, much remains to be learned about their origins, development, tensions, frictions, outcomes, and challenges. Harmony and Cacophony in Large-scale Assessments in Education delves into these issues via a critical lens and offers a case in point against which readers can place their own situations. In other words, it serves as an empirically grounded thinking toolbox to help readers problematize emerging, ongoing, or upcoming challenges related to their large-scale assessment settings.

This volume offers a critical examination of the Programme for International Students Assessment (PISA), focusing on its origins and implementation, relationship to other international large-scale assessments, and its impacts on educational policy and reform at national and cross-national levels. Using empirical data gathered from a research project carried out by the CeiED at Lusofona University, Lisbon, the text highlights connections between PISA and emergent issues including the international circulation of big science, expertise and policy, and identifies its conceptual and methodological limits as a global governance project. The volume ultimately provides a novel framework for understanding how OECD priorities are manifested through a regulatory instrument based on Human and Knowledge Capital Theory, and so makes a powerful case to search for new humanistic approaches.
