Understanding Youth In The Global Economic Crisis

Alan France presents new and original analysis of social policy responses to the economic crisis to examine the effects on young people's relationship with the life course. Drawing on international case studies from the UK, Spain, Norway, Japan, Australia, New Zealand and Canada, the book will consider how 'youth' and the 'youth question' within social policy has been (and is) changing as a result of global disruption to international capital.

Over the last decade, "youth" has become increasingly central to policy, development, media and public debates and conflicts across the world – whether as an ideological symbol, social category or political actor. Set against a backdrop of contemporary political economy, Youth Rising? seeks to understand exactly how and why youth has become such a popular and productive social category and concept. The book provocatively argues that the rise and spread of global neoliberalism has not only led youth to become more politically and symbolically salient, but also to expand to encompass a growing range of ages and individuals of different class, race, ethnic, national and religious backgrounds. Employing both theoretical and historical analysis, authors Mayssoun Sukarieh and Stuart Tannock trace the development of youth within the context of capitalism, where it has long functioned as a category for social control. The book’s chapters critically analyze the growing fears of mass youth unemployment and a "lost generation" that spread around the world in the wake of the global financial crisis. They question as well the relentless focus on youth in the reporting and discussion of recent global protests and uprisings. By helping develop a better understanding of such phenomena and critically and reflexively investigating the very category and identity of youth, Youth Rising? offers a fresh and sobering challenge to the field of youth studies and to widespread claims about the relationship between youth and social change.

The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. We need to develop and implement effective interventions to prevent the worst consequences of exposure to shocks, and to assist families and young people to recover. This volume explores what we know about protecting young people from lasting harm and promoting healthy development through a crisis. This volume is intended for policymakers, civil society, and others engaged in promoting and protecting human development and in designing and implementing safety nets during crisis. Since the economic and financial crisis of 2008, the proportion of unemployed young people has exceeded any other group of unemployed adults. This phenomenon marks the emergence of a laborscape. This concept recognizes that, although youth unemployment is not consistent across the world, it is a coherent problem in the global political economy.
