Excerpt from Uniform Crime Reports for the United States, 1997 The strength (personnel and other resources) and the aggressiveness of a jurisdiction's law enforcement agency are also key factors. While information pertaining to the number of sworn and civilian law enforce ment employees can be found in this publication, assessment of the law enforcement emphases is, of course, much more difficult. For example, one city may report more crime than a comparable one, not because there is more crime, but rather because its law enforcement agency through proactive efforts identifies more offenses. Attitudes of the citizens toward crime and their crime reporting practices, especially con cerning more minor offenses, have an impact on the volume of crimes known to police. It is incumbent upon all data users to become as well educated as possible about how to categorize and quantify the nature and extent of crime in the United States and in any of the over jurisdictions rep resented by law enforcement contributors to this Program. Valid assessments are possible only with care ful study and analysis of the various unique conditions affecting each local law enforcement jurisdiction. Excerpt from Uniform Crime Reports for the United States: Printed Annually 1967 Perhaps never in our history has there been such widespread concern over crime and the capability of our criminal justice agencies to contend with it. The passage of the Omnibus Crime Control and Safe Streets Act of 1968 is the result of a national demand for public order. This far-reaching Act, signed into law by the President, promises substantial financial and functional sup port to local and state law enforcement agencies. Achievement of this Act's objective - to improve the performance of law enforcement - will depend on wise application of the funds available and sound implementation of the Act's provisions by state and local agencies. As I stated on these pages last year, a vital need within the state is effective criminal justice statistical programs. Crime statistics are necessary if the states are to know the extent and nature of the crime problem and be in a position to intelligently plan for and evaluate their criminal justice systems. These programs are an essential part of statewide computerized information systems which are rapidly being developed. The fbi has been providing assistance to a number of states during the past several years in developing statewide programs of police statistics and stands ready to afford such assistance to all states upon request. The Omnibus Crime Control and Safe Streets Act offers the states financial help in developing and implementing such systems, including a collection of police statistics. Uniform Crime Reports provides this country's only nationwide view of crime. This Program does present a practical measure of this Nation's most common local crime problems. Like the collection of other mass social data, it cannot be statistically pure. The development of state programs of police statistics will further improve the quality and completeness of Uniform Crime Reports. Certainly, any national collection of complete criminal justice statistics will require standards that can be obtained only through centralized state programs. Excerpt from Uniform Crime Reports for the United States: Printed Annually 1965 Recent years have witnessed a marked increase in citizen awareness of the crime problem. This growing interest - particularly that shown by persons who previously have taken the position that crime is solely the responsibility of the law enforcement profession - is most encouraging. It offers promise of materially aiding police efforts in the control of crime. Individuals and organizations representing many segments of our society are displaying a keen interest in programs to assist law enforcement and, ultimately, to reduce the volume of crime. In many parts of the country, studies have been instituted and plans developed not only to achieve a better understanding of local crime conditions, but also to find solutions to the complex problems involved. The success of these programs depends largely upon the availability of factual and complete statistical data - data which help individual communities to comprehend the nature and extent of crime locally and to formulate effective measures of prevention and control. Excerpt from Uniform Crime Reports for the United States, 1991 Essential to law enforcement planning and policy is timely and accurate information. Administered by the fbi since 1930, the Uniform Crime Reporting (ucr) Program has provided an important component of this information. Throughout the decades, continual effort has been made to improve quality, coverage, and presentation of the crime data supplied to the Program by law enforcement agencies across the country. Enhancements - As part of that effort, several enhancements have been made to this year's Crime in the United States. Among the changes are an expansion in the time period for which Crime Index figures are presented, improved measures of seasonal variations in crime, enhanced references to tables and graphics, and more information about murder. New Feature - A new feature is an examination of a currently important topic. This year's focus is upon arrests for juvenile violent, drug, and weapon offenses during the past 25 years. Telephone Guide - While this publication provides a wealth of information, many users will desire additional detail and explanation. To assist these users, as well as data providers with questions concerning data submissions, a telephone guide has been included to facilitate inquiries.
