Kaye (RAND) has written a thorough, thoughtful analysis of track two diplomacy in the two most difficult areas to practice this craft: South Asia and the Middle East. She includes descriptions and comments on a number of such efforts in both regions, which will be invaluable to both scholar and professional negotiators. Her discussion of the roles for track two talks--socializing elites, making others' ideas one's own, and turning ideas into policies--would be useful in any negotiation course. With respect to work in the two regions, Kaye speaks insightfully of projects under way: their potential, constraints, and the role of the regional environment. Her suggestion that each region may learn from the tribulation of the other is arguably thoughtful. Her suggestions for improvement--expand the types of participants, create institutional support and mentors, and localize the dialogues--deserve further study.

The fragility of democracy in Southeast Asia is a subject of increasing concern. While there has been significant movement in the direction of democratisation, the authoritarian tendencies of popularly elected leaders and the challenges posed by emerging security threats have given rise to a shared concern about the return of military rule in the region. This book examines the nature of political transitions in Southeast Asia and why political transitions towards political liberalisation and democracy have often failed to take off. It considers political systems in Southeast Asia that have gone through significant periods of transition but continue to face serious challenges toward democratic consolidation. Some key questions that the book focuses on are – Are emerging democracies in the region threatened by weak, failed or authoritarian leadership? Are political institutions that are supposed to support political changes toward democratisation weak or strong? How can democratic systems be made more resilient? and What are the prospects of democracy becoming the defining political landscape in Southeast Asia?

This book explains how the ASEAN regional human rights body (AICHR) was created and why it functioned with a promotional rather than protection mandate. It does this by positioning itself within a sizable literature on norm diffusion, and introduces the concept of “Norm Interpreters” to explain what happens when global human rights norms are adopted/adapted within a local context, particularly highlighting the role of a group of individuals in the process. In this respect it adds to the International Relations literature on norm diffusion and the Southeast Asian region specific literature on ASEAN regionalism and AICHR.
