Since the 2000 nat. elections, concerns have been raised regarding the election process, including voting technologies. Beginning in 2001, there have been a series of reports examining every aspect of the elections process; these were used by Congress in framing the Help America Vote Act, which provided for replacement of older voting equip. with modern electronic voting systems (EVS) & estab. the Election Assist. Comm. to lead the nation¿s election reform efforts. This report details: the contextual role & characteristics of EVS; the range of security & reliability concerns that have been reported; the experiences & mgmt. practices of states & local jurisdictions; & the long-standing & emerging challenges facing all levels of gov¿t. in using EVS.
