Vulnerability and risk assessment is an important tool that has been used in the fisheries and aquaculture sector to assess the current and potential consequences of climate change in a variety of geographical, environmental and socio-economic contexts and scales. The resulting information on risks and vulnerabilities can then feed decision-making on adaptation, including allocation of resources and prioritization of areas for action. However, there is no harmonized approach nor methodology to conduct vulnerability and risk assessments. This publication seeks to analyze the different existing methodologies in order to contribute to laying the basis of a consistent approach to design future climate vulnerability and risk assessments in the fisheries and aquaculture sector. The publication builds on the findings outlined in the FAO Technical Papers No. 597 “Assessing climate change vulnerability in fisheries and aquaculture - Available methodologies and their relevance for the sector” and No. 627 “Impacts of climate change on fisheries and aquaculture - Synthesis of current knowledge, adaptation and mitigation options” and explores the recent advances in approaches of vulnerability and risk assessments, and the methodological developments to conduct such assessments.

Human activity is changing the global environment at an unprecedented rate while humanity faces a range of complex and interrelated challenges to local, regional and global development, human security and politics. Food security ranks high on the science, policy and development agendas. However, most research linking global change and food systems examines the impact of climate change on agricultural production, or the impact of agriculture on land use, pollution and biodiversity, overlooking interactions with other aspects of the food system – such as food processing, packaging, transportation and consumption and employment derived from these activities. This book demonstrates that new threats to food security which arise from environmental change require more than simply a focus on agricultural practices – what is needed is an integrated food system approach. The authors point out that the process of adapting food systems to global environmental change is not simply a search for technological solutions to increase agricultural yields. Tradeoffs across multiple scales among food system outcomes are a prevalent feature of globalized food systems. Within food systems, there are key underexplored areas that are both sensitive to environmental change and crucial to understanding its implications for food security and adaptation strategies. The authors assert that technical prescriptions alone will not efficiently manage the food security challenge. An overview of the current scientific knowledge available on climate change implications for fisheries and aquaculture is provided through three technical papers that were presented and discussed during the Expert Workshop on Climate Change Implications for Fisheries and Aquaculture (Rome, 7-9 April 2008). A summary of the workshop outcomes as well as key messages on impacts of climate change on aquatic ecosystems and on fisheries- and aquaculture-based livelihoods are provided in the introduction of this Technical Paper. The first paper reviews the physical and ecological impacts of climate change relevant to marine and inland capture fisheries and aquaculture. The paper begins with a review of the physical impacts of climate change on marine and freshwater systems and then connects these changes with observed effects on fish production processes. It also outlines a series of scenarios of climate change impacts on fish production and ecosystems through case studies in different regions and ecosystems. The second paper tackles the consequences of climate change impacts on fisheries and their dependent communities. It analyses the exposure, sensitivity and vulnerability of fisheries to climate change and presents examples of adaptive mechanisms currently used in the sector. The contribution of fisheries to greenhouse gas emissions is addressed and examples of mitigation strategies are given. The role of public policy and institutions in promoting climate change adaptation and mitigation is also explored. Finally, the third paper addresses the impacts of climate change on aquaculture. It provides an overview of the current food fish and aquaculture production and a synthesis of existing studies on climate change effects on aquaculture and fisheries. The paper focuses on the direct and indirect impacts of climate change on aquaculture, in terms of biodiversity, fish disease and fishmeal. Contribution of aquaculture to climate change is addressed (carbon emission and carbon sequestration), as well as possible adaptation and mitigation measures that could be implemented.
