What is driving political extremism in Pakistan? In early 2011, the prominent Pakistani politician Salmaan Taseer was assassinated by a member of his own security team for insulting Islam by expressing views in support of the rights of women and religious minorities. Benazir Bhutto, the former prime minister, was killed by gunfire and explosive devices as she left a campaign event in December 2007; strong evidence links members of extremist organizations to her slaying. These murders underscore the fact that religion, politics, and policy are inextricably linked in Pakistan. In this book, Haroon K. Ullah analyzes the origins, ideologies, bases of support, and electoral successes of the largest and most influential Islamic parties in Pakistan. Based on his extensive field work in Pakistan, he develops a new typology for understanding and comparing the discourses put forth by these parties in order to assess what drives them and what separates the moderate from the extreme. A better understanding of the range of parties is critical for knowing how the US and other Western nations can engage states where Islamic political parties hold both political and moral authority. Pakistan’s current democratic transition will hinge on how well Islamic parties contribute to civilian rule, shun violence, and mobilize support for political reform. Ullah’s political-party typology may also shed light on the politics of other majority-Muslim democracies, such as Egypt and Tunisia, where Islamist political parties have recently won elections.

The Partition of India in 1947 involved the division of two provinces, Bengal and the Punjab, based on district-wise Hindu or Muslim majorities. The Partition displaced between 10 and 12 million people along religious lines. This volume examines the trajectory of Pakistan’s democratic transition and the implications of this change for its security. In May 2013, for the first time in its 66-year history, Pakistan saw an elected government complete a full term in office and transfer power through the ballot box to another civilian government. At this important moment in Pakistan’s history, this collection brings together twelve leading academics and writers with an aim to provide a far-reaching analysis of the current situation in Pakistan and emergent trends. Islamist militants based in Pakistan have played a major role in terrorism around the world and pose a significant threat to regional and international security. Although the Pakistan-militant connection has received widespread attention only in recent years, it is not a new phenomenon. Pakistan has, since its inception in the wake of World War II, used Islamist militants to wage jihad in order to compensate for severe political and material weakness. This use of militancy has become so important that it is now a central component of Pakistani grand strategy; supporting jihad is one of the principal means by which the Pakistani state seeks to produce security for itself. Contrary to conventional wisdom, the strategy has not been wholly disastrous. It has achieved important domestic and international successes, enabling Pakistan to confront stronger adversaries and shape its strategic environment without the costs and risks of direct combat, and to help promote internal cohesion to compensate for its weak domestic political foundations. Recently, however, these successes of Pakistan's militant strategy have given way to serious problems. The militant organizations that Pakistan nurtured over the decades are increasingly exceeding its control; continued support for jihad diverts scarce resources from pressing domestic projects, impeding the country's internal development; and the militant campaign's repeated provocations have led India to adopt a more aggressive conventional military posture. As Paul Kapur shows in Jihad as Grand Strategy, these developments significantly undermine Pakistani interests, threatening to leave it less politically cohesive and externally secure than it was before. Thus, despite its past benefits, the strategy has outlived its utility, and Pakistan will have to abandon it in order to avoid catastrophe. This will require not simply a change of policy, but a thoroughgoing reconceptualization of the Pakistani state.

A data-driven explanation of when successful religious parties reduce the civil liberties of their citizens in Muslim-majority countries and when they don't. Religious parties are increasingly common across the world. More and more, they participate in elections, win legislative seats, and join governments, particularly in Muslim-majority countries. Since they are often founded on orthodox principles that are inconsistent with liberal democracy, their rise potentially holds consequences for the prospects of liberal democratic values and practices-and this risk has inspired much heated debate. In Religious Parties and the Politics of Civil Liberties, the award-winning political science scholar Vineeta Yadav considers a question that has been central to the discussion: Will the success of religious parties lead to declines in the civil liberties of their citizens? Yadav summarizes the popular and academic sides of the conversation and addresses the weaknesses of both by presenting an original empirical analysis of religious parties' actual relationship to civil liberties. Many believe that if religious parties come to power, they will curb civil liberties in order to realize their religious visions. Academic research on religious parties, however, claims that the need to compete in elections incentivizes religious parties to moderate their behaviors and policies, including on civil liberties.
