This book is the product of a worldwide collaboration among UN water resources programs, prominent national water resources operating agencies and selected academic specialists. Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.

Climate change adds uncertainty to already complex global water challenges. Because climate change affects poorer countries and vulnerable populations the most, the World Bank strives to mainstream climate change considerations into its operations to inform investment and water resources management decisions. Although no standard method has been adopted yet by the Bank, common practice used downscaled projected precipitation and temperature from Global Climate Models (GCMs), as input to hydrologic models. While this has been useful in some applications, they often give too wide a dispersion of readings to provide useful guidance for site-specific water resources management and infrastructure planning and design. Rather than design for an uncertain situation selected a priori, the so-called “bottom-up” approaches explore the sensitivity of a chosen project to the effects of uncertainties caused by climate change. This book summarizes alternatives explored by a group of organizations (such as the U.S. Corps of Engineers, Conservation International, the University of Massachusetts and the Bank) all belonging to the Alliance for Global Water Adaptation (AGWA), to provide practitioners with the tools to adapt to the realities of climate change by following a decision-making process that incorporates bottom-up thinking.

This book attempts to bridge the gap between the climate change research and decision-making communities by exploring the impacts of climate change on groundwater from a more applied perspective. Global climate change will impact groundwater demands, quality, and available supplies, and rising sea level may cause water tables to rise, inundating low-lying coastal areas. Groundwater will increasingly be needed to perform a stabilization role in mitigating fluctuations in the supply of surface waters, serving as a buffer against droughts. Climate change has become a frequent subject in the mass media, and the academic literature on the subject is now enormous. An impediment to climate change adaptation with respect to water is a poor link between the climate change research community and the actual decision-makers responsible for water supply planning. Key issues explored are methods for evaluating potential impacts on climate change on local groundwater systems, the adaptation of decision-making process, and how climate change adaptation can be mainstreamed into the water supply planning.
