Supply of sufficient clean drinking water is often taken for granted, but it requires a considerable technical and financial effort to ensure reliable and economic water supply. This volume presents an up-to-date overview of water supply management and aims at efficient management of water supply schemes rather than design of new works. With population of our planet exceeding seven billion, funds for infrastructure works being limited worldwide and climate change affecting water resources, their optimal development and management is literally vital. This volume deals with application of some non-traditional optimization techniques to hydraulics, hydrology and water resources management and aims at helping scientists dealing with these issues to reach the best decisions. Chapter 1 is a brief introduction to optimization and its application to water resources management. Chapter 2 is dedicated to genetic algorithms. Chapter 3 focuses on applications of genetic algorithms to hydraulic networks, mainly irrigation ones. Chapter 4 is dedicated to simulated annealing. The particle swarm method (PSO) is discussed in Chapter 5. In Chapter 6 the basic concepts and features of Tabu search are presented and its coupling with other heuristic optimizers is discussed. Chapter 7 is dedicated to the Harmony Search method. Finally, Chapter 8 deals with the Outer Approximation method. This book is aimed at engineers and other scientists working on water resources management and hydraulic networks.

Integrated water resources management advocates a coordinated approach for managing water resources in a way that balances social and economic needs with concern for the environment. While potentially useful, integrated water management is also controversial. Supporters believe that the multi-dimensional nature of water can only be understood and managed from a holistic perspective, while critics often argue that integrated water management lacks suffi ciently well-defi ned rules for its practical implementation. This book, written by academics, users and practitioners, provides a down-to-earth approach to the ideal of integrated water resources management, drawing from conceptual frameworks and real-life practice to identify the key aspects that are yet to be resolved. As such, it examines the role of water accounting, food trade, environmental externalities and intangible values as key aspects whose consideration may help the water management community move forward. The research project CuveWaters developed and implemented adapted technologies and accompanying measures to support the national process towards an Integrated Water Resources Management (IWRM). The aim is to give people in the Cuvelai-Etosha Basin reliable access to clean water over the long term, thus enhancing their livelihood and health, and to create job opportunities. IWRM relies on solutions that use various sources, types and qualities of water for different purposes. CuveWaters implemented pilot plants for rain- and floodwater harvesting, groundwater desalination, as well as facilities for sanitation and water reuse. Technical components of the project were framed by societal and scientific components. Integrated Water Resources Management in Water-scarce Regions provides a comprehensive view on the complexity and interconnectedness of findings and conclusions regarding the principle strategic approach within the CuveWaters project’s concept. The book aims to present the work of technical, social and natural scientists but also of media professionals: It gives thematically focussed details on the three technology-based solutions which go beyond mere technical considerations and embed this into the overarching process towards IWRM in Namibia. Finally, it critically addresses lessons learnt and limits of projects in the context of research for implementation. The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals.
