Western Pacific Regional Framework For Action For Disaster Risk Management For Health

The regional framework positions the health sector as a key actor in the broader disaster risk management agenda. This is of special significance considering the March 2015 United Nations World Conference on Disaster Risk Reduction, and upcoming meetings on the Sustainable Development Goals and the United Nations Framework Convention on Climate Change. The Regional Framework for Action for Disaster Risk Management for Health recommends health sector actions for each of the four phases of the disaster risk management cycle--prevention, preparedness, response and recovery. Governments should select priorities on which to focus according to their own national disaster risk management plans, as well as the local context and potential hazards.

The Western Pacific Regional Food Safety Strategy 2011-2015 has contributed to good progress in food safety across the Western Pacific Region. However more than 125 million people fall ill and more than 50 000 die annually from unsafe food in the Region. Food safety is a highly complex health issue involving multiple domestic and international stakeholders. Over recent years new developments including the introduction of new technologies increasing internationalization of the food chain and demographic changes have affected food safety in the Region. The changing context of food safety affects food safety risk management as well as trust in the safety of the food supply. Food safety trust is a multifaceted issue and an outcome of effective food safety systems. At the same time it serves as an enabler for strengthening food safety systems to manage food safety risks and respond to food safety incidents and emergencies. The Regional Framework for Action on Food Safety in the Western Pacific builds on the achievement and lessons learnt from the 2011-2015 Strategy. It acknowledges the changing context of food safety and revisits the approach for strengthening national food safety systems. This includes a stronger focus on building trust and confidence in food safety systems and implementing strategic actions that create leadership partnerships competency and resources that are the necessary enablers for advancing food safety systems. The Framework provides guidance on strategic action and a stepwise approach to strengthen food safety systems to better manage food safety risks and respond to food safety incidents and emergencies. It is intended to guide national food safety authorities in implementation of strategic action to strengthen national food safety systems as well as to obtain and advocate for high-level political support to enhance food safety. It is also intended to facilitate regional cooperation among food safety authorities.

Environmental determinants of health are responsible for more than a quarter of the burden of disease in the Western Pacific Region. Communicable and noncommunicable disease disability and death result from a lack of safe water and sanitation indoor and outdoor air pollution hazardous chemicals occupational hazards and climate-related disasters. The Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet intends to relaunch the World Health Organization (WHO) s Health and the Environment programme and fulfil its mandate in the area of environmental health. It proposes to leverage the health sector focus on the Sustainable Development Goals (SDGs) process providing guidance for prioritizing the work of WHO in support of Member States improving health outcomes through action on environmental determinants. It articulates entry points for health and environment priority actions in WHO country cooperation strategies the United Nations Framework Convention on Climate Change and other mechanisms for international collaboration and notably with the United Nations Environment Programme and ministries of environment. The framework also sets a course for the health sector to advocate adaptive measures policies and action to protect health and well-being as a co-benefit of interventions in energy agriculture transport housing and other spheres.

This book uses two international frameworks—the Millennium Development Goals and the Hyogo Framework for Action, a program focused on disaster risk management—to study the key trends in the region in terms of disaster incidence, sources of vulnerability and social and economic challenges. As both frameworks draw to a close, international debate is taking place during the period 2012–2015 on their current progress. This book seeks to help readers understand the process better. The chapters are written by eight independent internationally based authors. Collectively, they have extensive regional experience in the areas of disaster risk management and climate change as well as working in academia, research, consultancy, the UN and international agencies, government and the NGO sector. The analysis presented benefits from their varied backgrounds in medicine, architecture, economics, engineering, planning, social studies, development studies and political science. Throughout the book, relevant examples, drawn from the region, are included to ‘earth’ the project in the harsh realities of risk and disaster impact.

Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

Worldwide, more people are on the move now than ever before, yet many refugees and migrants face poorer health outcomes than the host populations. Addressing their health needs is, therefore, a global health priority and integral to the principle of the right to health for all. The key is to strengthen and maintain health systems by ensuring that they are refugee- and migrant-sensitive and inclusive. Health outcomes are influenced by a whole host of determinants. However, refugees and migrants face additional determinants such as precarious legal status; discrimination; social, cultural, linguistic, administrative and financial barriers; lack of information about health entitlements; low health literacy; and fear of detention and deportation. This groundbreaking publication outlines current and future opportunities and challenges and provides several strategies to improve the health and well-being of refugees and migrants. It is an advocacy tool for national and international policy-makers involved in health and migration. Evidence on the health of refugees and migrants remains fragmented – comparable data across countries and over time are urgently needed to track progress towards the health-related United Nations Sustainable Development Goals. With only 8 years until the 2030 target date to transform our world, the time to act is now.

This book analyzes the common set of obstacles to the development and integration of government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It draws on the expertise and experience of more developed states in the Pacific, notably Australia and New Zealand, both highly rated in global rankings for e-government and active in a variety of e-government development projects across the region. There has been a general failure to identify priorities and align projects with local needs in ICT/e-government projects. Small Island Developing States (or SIDS) present a unique problem in terms of e-government. Not only do they suffer from a common set of barriers to ICT development such as their remoteness, geographical dispersion, moist tropical climates, largely rural populations, and lack of ICT capacity and infrastructure, but are also dependent on external agencies for investment, and must negotiate with powerful donors who have conflicting agendas. E-government is widely regarded as 'transformational', increasing efficiency, productivity, accountability, economic growth, and citizen involvement. But while the governments of SIDS are committed to harnessing ICTs for effective government and economic development, they face major challenges in establishing successful e-government initiatives, due to the problems outlined above, coupled with a lack of HR capacities and appropriate strategies and policies. Drawing on the experience of the states mentioned above, as well as regional quasi-governmental bodies, nongovernmental organizations (NGOs), aid agencies, and the private sector, the book will be of interest to researchers and students in the fields of e-government, public administration, political science, communication, information science, and social media.
